Description of Occupational Work

This class series uses two levels in the Administrative Services occupational group, Fiscal Services occupational series and describes work performing administrative management of diverse audit functions at the state level such as financial, compliance, economy and efficiency, information systems, and investigative audits and operational reviews of government agencies, public benefit corporations, and not-for-profit organizations.


Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here.

  • Plans, develops, coordinates, and integrates the statewide audit plan for assigned audit functions.
     
  • Develops and maintains audit and office policies and procedures.
     
  • Ensures audit teams and auditee have a clear understanding of audit objectives.
      
  • Keeps audit staff current on changing auditing and accounting laws, rules, and regulations, standards, policies, and procedures.
       
  • Supervision is exercised over at least two or more merit full time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.


Levels of Work

Administrative Auditor

This level is responsible for managing diverse audit functions at the state level through subordinate supervisors.

  • Reports to an administrative supervisor.
  • Performs the full range of Essential Functions.
  • Contacts include cabinet secretaries, elected officials, and local, state, and federal government officials for the purpose of establishing, coordinating, and reviewing audit priorities and results.  

Chief Administrative Auditor 

This level is responsible for directing audit operations at the state level through subordinate managers.

  • Monitors regulatory and audit standard initiatives to ensure appropriate long-range planning.
  • Performs long-term planning to ensure completion of all statewide audit requirements in a timely manner.
  • Oversees contract bid award to Certified Public Accountant firms, preparation of special reports, coordination of field operations, personnel management, and budget administration.
  • Establishes, implements and ensures compliance with quality control policies and procedures.
  • Ensures state and federal requirements are met in accordance with the Single Audit Act and the Delaware Code.

  • Knowledge of the overall goals and objectives of audit functions at the state level for assigned audit functions.
  • Knowledge of Operations Management.
  • Skill in planning, coordinating and integrating the statewide audit plan for assigned audit functions.
  • Skill in developing audit and office policies and procedures.
  • Skill in establishing goals, objectives, and priorities.
  • Skill in interpreting, communicating, and applying complex auditing and accounting laws, rules, and regulations, standards, policies, and procedures.
  • Skill in staff supervision.
  • Skill in developing consensus.  

In addition to the above knowledge, skills and abilities, the Chief Administrative Auditor requires:

  • Knowledge of the overall goals and objectives of all audit operations at the state level.
  • Skill in Operations Management.
  • Skill in Policy Administration.
  • Skill in Strategic Planning.
  • Skill in establishing, implementing and ensuring compliance with quality control policies and procedures. Skill in identifying and mediating diverse and/or conflicting priorities.


Job Requirements

JOB REQUIREMENTS for Administrative Auditor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
  2. Possession of one of the following certifications: CFE, CGFM, CISA, CIA, CMA, or CPA.
  3. Experience in planning, organizing, developing, implementing and evaluating the overall audit process for an organization in accordance with generally accepted auditing standards and generally accepted governmental auditing standards, including assessment of internal and external controls.
  4. Experience in developing policies and procedures.
  5. Experience in establishing goals, objectives and priorities in accordance with an organizations overall mission.
  6. Knowledge of operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
