THE POSITION

Under general supervision,performs regular law enforcement, criminal investigation,crime prevention, and traffic control and enforcementduties. May perform duties in specialty assignments such as: motorcycle officer, K-9, major crimes investigations, special investigation, SWAT and field tactical units. This position wears a uniform and works rotating shifts, including evenings, weekends, holidays, and is subject to call-back.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

Responds to public service calls, crime victims, traffic hazards, stray animal reports and other related misdemeanors and felony incidents. Handles radio and telephone dispatches and appears at scenes of disorder and crime. Patrols assigned areas in police car to enforce law and provide protection to citizens and property. Discovers and prevents the commission of crimes and enforces laws and ordinances.

Acts as desk officer on assigned shift and receives complaints. Dispatches personnel and equipment. Directs and controls traffic, crowds, bicyclists, skateboarders and special event congestion, or other emergency situations.

Responds to and investigates traffic accidents. Interviews witnesses and obtains information. Enforces traffic and parking regulations. Issues citations and/or makes arrests as needed.

Investigates all crimes involving property, violence, narcotics, burglary, grand theft, automobiles, stolen, forged, or counterfeit checks or credit cards, embezzlements, and any fraud resulting in economic loss. Conducts initial crime investigations, interviewing and arresting persons suspected of committing criminal acts. Searches suspects, vehicles, residences, buildings, open outside areas such as fields, riverbeds, hillsides, and schools for evidence, contraband and lost or missing persons.

Directs and controls traffic, crowds, bicyclists, skateboarders, and parade congestion during special events or other emergency situations. Responds to and investigates traffic accidents. Interviews witnesses and obtains information.

Serves arrest warrants and subpoenas. Makes arrests for crimes committed. Controls and mitigates people under the influence of drugs and/or alcohol. Assists in receiving, searching, booking, fingerprinting, and supervision of prisoners. Testifies in juvenile, civil, traffic, and municipal courts, and at parole and DMV hearings.

Processes and stores evidence and property found at various crime scenes. Maintains records and enters data into computer. Obtains criminal intelligence information relating to criminal activities. Conducts information searches.

May provide emergency first aid to victims at emergency scenes until medical personnel arrive. May utilize a trained dog in the enforcement of City laws and regulations. May work as a motorcycle officer.

Prepares a variety of written reports on activities and operations, such as accident reports, court reports and operational reports.

Performs other related duties as assigned.

LICENSE/CERTIFICATES

License: Possession of a valid California Class C driver's license and acceptable driving record are required at time of hire.

Certificate: Possession ofa California POST "Basic" certificate is required at time of hire.

WORKING CONDITIONS

Environment: works in an emergency peace control environment,in seasonal climate and weather conditions; works on slippery, uneven and rough surfaces, and in conditions where dust, dirt and odors are frequently encountered; works with noise of traffic and police radio; works under pressure of emergency conditions and highly emotional and stressful situations; drives a vehicle; works rotating shifts, evenings, weekends, and holidays; and subject to call-back, on-call and mandatory court appearances outside of normal working hours. Physical Abilities: hearing and speaking to exchange information in person, on telephone, or at formal presentations; bilateral vision of at least 20/100 corrected to 20/30 (no limit on uncorrected distance visual acuity with soft contact lenses, provided that lenses have been worn at least one year prior to hire); ability to distinguish colors; ability to hear in the normal audio range; audio-visual discrimination and perception for making observations; sitting, standing, walking or driving for prolonged periods of time; constant arm and leg movements; kneels, crouches, bends, stoops, lifts, runs, squats, jumps and climbs; lifts pushes and pulls 50 pounds when responding to emergency lifesaving situation; dexterity of both hands and fingers to operate weapons and discharge firearms;mental capability to observe and interpret people and situations; and react quickly to emergency situations. Hazards: exposed to blood, body fluids and communicable diseases;unpredictable, potentially violent and hostile situations and persons;gunfire and other weapons;traffic accidents, smoke, fumes and fire; andto computer screens.

MINIMUM QUALIFICATIONS

A combination of education, training and experience equivalent to completion of high school. College coursework in behavioral or social science, criminal justice, or a related field is desirable, and the following requirements must be met:

LATERAL applicants: Must possess a California POST Basic, Intermediate or Advanced Certificate and have one year experience asa Police Officer with a California agency.

ACADEMY-TRAINED applicants: Must have successfully completed a California POST Certified Basic Academy.

ACADEMY-IN-PROCESS applicants: Must be currently enrolled in a California POST Certified Basic Academy program and be within three months of graduation.

Benefits

Background Information: Right to Work: Before employment, candidates must submit documentation verifyinglegal right to work in the United States. Background Check:A pre-employment verification of background, references, and medical examination, includingpsychological and polygraph exams,will be conducted. A drug screening may be required for some positions. Probationary Period:Twelve months.

POLICE OFFICER COMPENSATION
Upon completion of the academy, and appointment as a Police Officer, candidates will be eligible for the following compensation package:

Salary: $5,622 to $6,834 per month.

Educational Incentive: After completion of probation, 5% of base pay for an AA degree or intermediate POST certificateor 10.24% for a BA degree or Advanced POST certificate.

Bilingual Pay: $50 per pay period for demonstrated proficiency in a second language.

Uniform Allowance: $550 per year. All uniforms, including safety vests, are provided.

Deferred Compensation: A Section 457 plan is available.

Medical/Dental Insurance: $225 monthly towards a selection of plans. Medical insurance is effective the first of the month after date of hire. Dental insurance is effective the first of the second month after date of hire.

Optional Benefits Program: $462 monthly, which may be applied toward medical insurance premiums.Unused moneymay betaken as cash, payable biweekly.

Vision Insurance: City pays for vision care for employees and their dependents. Vision insurance is effective the first of the month after date of hire.

Life Insurance: City provides term life insurance of $10,000.

Retirement: Employees are covered by the CalPERS retirement system. Normal cost contributions are shared by the City and employee. If you are a CalPERS retiree, please contact CalPERS to discuss the impact that employment in this position would have on your pension benefit.

Social Security: CalPERS members do not participate in Social Security retirement so there is no payroll deduction. Receiving a CalPERS benefit may affect your Social Security upon retirement. For further information contact a Social Security office or www.socialsecurity.gov/form1945.

Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.

Holiday and Vacation: 22 days per year of combined holiday and vacation. Employees may cash out 120 hours of holiday time annually.

Personal Leave: 35 hours per calendar year.

Sick Leave: 8 hours accrued per month, up to 1,440 hours; 25% will be paid out at retirement with 10 years service.

Tuition Reimbursement: $1,500 per year for tuition and books.

Direct Deposit: Paychecks are automatically deposited to employee accounts.

Workweek: Officers in Field Services work 12 hours per day, 3 days per week.

Wellness Program: A comprehensive program is available, including on-site gym, exercise classes, downtown/beach walking routes, weight loss, and tips on nutrition and healthy lifestyle.

*The physical agility assessment consists of the following components:

Agility Run: Run a 99-yard course with abrupt changes in lateral and vertical movement.
Dummy Drag: Lift and drag a 165 pound dummy 21 feet.
Fence Climb/Run: Run 25 yards, climb a six-foot high chain-link fence, continue running 5 yards.
Fence Climb/Run: Run 25 yards, climb a six-foot high solid fence, continue running 5 yards.
500 Yard Run: Run 500 yards with no obstacles.
