Introduction

This is specialized work in providing highly responsible security work and operating a computerized security system to protect a municipal utility facility.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing or providing specialized computer services and tasks of more than average difficulty involving patrol of municipal utility facilities. Work may require an interaction between departmental users and the City’s Technology and Innovation (T&I) staff. The employee works under general supervision and is required to exercise reasonable initiative and independent judgment in problem determination and resolution. Additionally, the employee will be required to perform, on a limited basis, patrol tasks of municipal utility facilities in order to prevent fire, theft, vandalism, sabotage, and other threats to the facility. Tasks include: ensuring that facilities are secured and that security systems are operational; observing, resolving and/or reporting any unusual conditions or activities; and, verifying identity of visitors and purpose. It is important that employee be capable of remaining alert and observant during long periods of solitude. Employees are required to work nights, weekends and holidays or at locations removed from the department’s primary facility without proximity to the immediate supervisor. The exercise of tact and courtesy is expected in performing public contact tasks, particularly those involving complaints and disputes. Employees will perform security work outdoors, sometimes in inclement weather, and might be required to operate a lightweight motor vehicle. Work is reviewed through observation, reports submitted and results obtained.

Examples of Duties

Assists in monitoring and managing the Water Department’s security computer system to include preparing reports, performing system maintenance, and being able to troubleshoot software and hardware problems; coordinates the implementation of system enhancements and installation of computer equipment; addresses system errors and deficiencies; provides training as needed; designs and provides statistical and other reports; receives, logs, reports, prioritizes, and tracks issues and problems concerning operations; participates in defining the specifications for new programs or program changes; identifies and represents user needs; assists in facilitating transaction/document flows through automated processing systems.

Patrols utility facilities on foot or in a lightweight motor vehicle to guard against fire, theft, vandalism, sabotage, and other disruptive acts; ensures that buildings, equipment and materials are secured; checks gates and doors to ensure that they are locked; at times might be required to climb up on structures via stairs, ladders etc.; verifies identity of visitors and vendors to the facility; accompanies vendors while making deliveries; keeps unauthorized persons out of area and away from equipment and materials; observes any unusual/suspicious conditions and resolves or reports as circumstances require; requests police, fire or other assistance in resolving problems, as necessary.

Completes reports and forms such as accident reports, visitor lists, vehicles lists etc. when required.

Uses vehicle computer, radio or other communications equipment to contact Police Department communications for assistance or information.

Maintains security logs on inspections and personnel IDs; controls access to plant site by employees, vendors and contractors.

Performs first aid as required.

Knowledge, Skills & Abilities

Working knowledge of: methods, equipment and procedures employed in computer operations; mainframe, personal computer operating systems, software, hardware, and peripheral device operations and security procedures and responsibilities; rules and regulations of assigned department.

Some knowledge of: training methods and techniques; basic reporting and records keeping procedures.

Ability to: train others; address and solve problems with and without verbal and written instructions; prepare documentation and reports; establish and maintain effective working relationships with other departments, supervisors, employees, and the public; remain alert and observant while working alone; perform work requiring physical strength and endurance including the ability to work above the ground; climb ladders, work in confined spaces and lift a maximum of 50 lbs.; think and act quickly and calmly in emergencies; analyze information or situations, solve problems and recall information and events; prepare routine reports as required.

Skill in: the operation of a lightweight motor vehicle as required.

Minimum Qualifications

Graduation from an accredited high school with two (2) years of college credit, three (3) years of experience in working with computer networks, security computer systems, security devices, including but not limited to: installation, repairs, collection, input, analysis or dispersal of data into/out of a computerized security system; sworn law enforcement experience is preferred ; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license; current Class “D” or higher Security License or ability to obtain within eighteen (18) months; first aid and CPR training or ability to obtain within six (6) months.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
