Introduction

This is lead and skilled work at the journeyman level in the installation, servicing, maintenance and repair of air conditioning, heating and refrigeration equipment and as well as general trades work in addressing plumbing, electrical, elevator, and other service needs of major city buildings.  Bargaining unit position.

Nature Of Work

Employees in this class serve in a lead capacity, generally for a designated group of the larger city buildings and facilities. In addition to oversight of others, the employee performs a wide variety of mechanical, electrical and electronic maintenance and repair on various types of heating, ventilating and air conditioning (HVAC) equipment, ranging from basic wall or window units and central systems to large commercial units (e.g. 360-ton chillers; 120-ton condensers) at major city facilities. This is technical work of more than average difficulty and although usually performed under general supervision, employees often work independently. Responsibilities require employees to exercise reasonable initiative and independent judgment in determining processes and procedures and in leading other HVAC mechanics. Employees are subject to irregular hours including nights, weekends, holidays, and after-hours stand-by assignment. Standby requires the employee not only to respond to HVAC malfunctions, but to general maintenance needs (plumbing, electrical, carpentry, etc.). Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Exercises lead responsibility for automated building controls, HVAC, plumbing, electrical and related servicing, maintenance and repair needs for major buildings and facilities; reviews work orders for facilities and schedules priority of work, coordinating with the supervisor and with user departments; prepares materials and cost estimates; checks work for conformance to standards; offers advice and assistance; reports on work progress.

Oversees and participates in HVAC work; leads others and operates and maintains heating, ventilating, air conditioning and allied mechanical equipment to provide comfortable temperature and humidity controls in major city buildings and facilities; leads others and operates, maintains and troubleshoots fire alarm control panels, generators, the City’s clock and bell tower gear linkage, security alarm panels (motion detectors and doors sensors) etc.; calibrates and adjusts electronic or pneumatic control systems; diagnoses and repairs minor elevator problems, including doorjambs, blown fuses, and other problems.

Operates heating, ventilating, air conditioning, and allied mechanical equipment to provide comfortable temperature and humidity conditions in city buildings and facilities; takes temperature readings in buildings and manipulates controls to maintain temperatures at proper levels; attends to preventive maintenance; changes filters, cleans boilers, filters, and pump strainers; recharges systems with refrigerants; changes belts, greases bearings, and cleans evaporator and condenser coils; recovers refrigerants for recycling; maintains chilled water, cooling tower water, and boiler water chemical concentrations.

Troubleshoots system malfunctions and performs electrical, electronic, plumbing, and mechanical diagnostic work in analyzing the operational condition of systems and equipment components; uses drawings, manuals and schematics to analyze and isolate malfunctions; installs, repairs and maintains motors, compressors, condensing units, evaporators, pumps, fans, ducts, pipes, thermostats, switches, etc.; connects equipment to electrical power sources; installs electrical lines from panel to units to include wiring of components, thermostats, circuit breakers, power distribution switches, and other safety devices; installs or connects equipment to water intake and drainage lines and pipes.

Installs, maintains and repairs freezers, refrigerators, walk-in coolers, ice machines, water coolers, window air conditioners, multi-ton heat pumps, cooling towers, and chillers; fabricates supply and return ducts; installs, services and repairs direct and belt-driven blowers, damper controls, grills, and diffusers.

Leads workers in performing major renovations of offices and work sites requiring HVAC installation, maintenance and repair work; helps with general maintenance work, including carpentry, electrical and plumbing as necessary; checks electrical panels on lift stations, replaces fuses and breakers, installs electrical wires on water heaters; installs vent pipes through roofs, in and under cabinets, etc.; works standby for emergency response to HVAC, plumbing, electrical and general maintenance problems.

Previews jobs and prepares materials lists; prepares requisitions to have work completed, order material, supplies and equipment; maintains time, material and related work records; maintains records of servicing and preventive maintenance; prepares sketches of HVAC layouts and installations.

Operates and maintains motor vehicle; maintains tools and equipment used in HVAC work.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: principles, practices, materials, tools, and equipment used in HVAC installation, maintenance and repair (including heating, ventilating, air conditioning, and mechanical); occupational hazards and appropriate safety precautions.

Working knowledge of: digital and pneumatic control systems; appropriate municipal and national codes; basic records keeping; local mechanical codes, electrical codes, and plumbing codes.

Ability to: perform and oversee the work of others in HVAC installation, repair and maintenance; read, interpret, and work from technical manuals, schematics, blueprints, and wiring diagrams, and oral and written instructions; determine materials needed and estimate job time; locate, define and repair defects in HVAC systems and equipment; maintain records and prepare reports; perform work requiring physical strength and endurance; plan, layout install, alter, repair and maintain a variety of HVAC systems; establish and maintain effective working relationships with other employees and the general public; operate light and medium size motor vehicles, including trucks; work in confined spaces.

Skill in: use, operation, maintenance and repair of HVAC tools and equipment.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of progressively responsible experience in HVAC installation, maintenance and repair work including six (6) months experience as a lead worker; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver's license required; Florida commercial drivers license may be required; Universal Refrigerant Transition and Recovery Certification (or ability to obtain within 6 months).

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
