Introduction

This is semi-skilled and skilled work in connection with the installation, servicing, maintenance, and repair of air conditioning, heating and refrigeration equipment.  Bargaining unit position.

Nature Of Work

Employees in this class perform a wide variety of mechanical, electrical and electronic maintenance and repair on various types of heating, ventilating and air conditioning equipment, ranging from basic wall or window units and central systems to some large commercial units (e. g. 360-ton chillers; 120-ton condensers). Work ranges from general maintenance such as changing filters to technical work of average difficulty in diagnostics and repair. Although work is usually performed under general supervision, employees may work independently. Responsibilities require that employees exercise reasonable initiative and independent judgment in determining processes and procedures to be utilized in performing assigned tasks. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Operates automated building controls heating, ventilating, air conditioning and allied mechanical equipment to provide comfortable temperature and humidity conditions in city buildings and facilities; takes temperature readings in buildings and manipulates controls to maintain temperatures at proper levels; attends to preventive maintenance; changes filters, cleans boilers, filters and pump strainers; recharges systems with refrigerants; changes belts, greases bearings, and cleans evaporator and condenser coils; recovers refrigerants for recycling; maintains chilled water, cooling tower water, and boiler water chemical concentrations.

Troubleshoots system malfunctions and performs diagnostic work in analyzing the operational condition of systems and equipment components; uses drawings, manuals, schematics and wiring diagrams to analyze and isolate malfunctions; works with electrical, pneumatic and electronic control systems; installs, repairs and maintains motors, compressors, condensing units, evaporators, pumps, fans, ducts, pipes, thermostats, switches, etc.; may connect equipment to electrical power sources; installs electrical lines from panel to units to include wiring of components, thermostats, circuit breakers, power distribution switches, and other safety devices; installs or connects equipment to water intake and drainage lines and pipes.

Installs, maintains and repairs freezers, refrigerators, walk-in coolers, ice machines, water coolers, window air conditioners, multi-ton heat pumps, cooling towers, and chillers; fabricates supply and return ducts, installs, services and repairs direct and belt-driven blowers, damper controls, grills and diffusers.

May work with tradesworkers, plumbers and electricians involved in performing office site renovations requiring HVAC installation, maintenance and repair; checks electrical panels on lift stations, replaces fuses and breakers, installs new electrical wires on water heaters; installs vent pipes through roofs, in and under cabinets, etc.; may work on standby for emergency response to HVAC needs.

Operates and maintains motor vehicle; maintains tools and equipment used in HVAC work; consults with higher level and lead HVAC mechanics concerning questions on methods, materials and procedures; uses protective equipment when work in hazardous conditions; makes estimates of time and materials required for HVAC jobs; keeps records and files daily work reports.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of:  principles, practices, materials, tools, and equipment used in HVAC installation, maintenance and repair (including heating, ventilating, air conditioning, and mechanical); occupational hazards and appropriate safety precautions.

Knowledge of: digital and pneumatic control systems.

Some knowledge of: appropriate municipal and national codes; basic records keeping.

Ability to: read, interpret, and work from technical manuals, schematics, blueprints, and wiring diagrams, and oral and written instructions; determine materials needed and estimate job time; locate, define and repair defects in HVAC systems and equipment; maintain records and prepare reports; perform work requiring physical strength and endurance; plan, layout, install, alter, repair, and maintain a variety of HVAC systems; establish and maintain effective working relationships with other employees and the general public; operate light and medium size motor vehicles, including trucks; work in confined spaces.

Skill in: operation, maintenance and repair of HVAC equipment; use and care of HVAC tools and equipment.

Minimum Qualifications

Graduation from an accredited high school or vocational school and three (3) years of experience in HVAC installation, maintenance and repair work

Licenses or Certifications

Possession of: valid Florida driver’s license; Florida Commercial driver’s license may be required; Universal Refrigerant Transition and Recovery Certification (or ability to obtain within 6 months).

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
