Introduction

This is highly responsible professional and supervisory work involving department business needs and related systems support.

Nature Of Work

An employee in this classification performs a wide variety of complex tasks of considerable difficulty as pertains to analysis, development and maintenance of business programs, project management and business flow procedures for multiple divisions of the department. Tasks are of more than average difficulty and include business applications security, web-based content management, developing functional requirements and specifications for business programs and analyzing operational procedures of the organizational and development activities to enhance business and management practices and production system.  Work is reviewed while in progress and upon completion through documentation prepared and participation in project team meetings.

Examples of Duties

Supervises the work of departmental teams and support staff in performing assigned tasks; recommends employments, promotions, and other personnel actions; completes performance evaluations; approves leave and training requests; administers discipline if needed.   

Creates strategic documentation and presentations on optimization methods and best business practices as it applies to the core mission of the Department.   

Plans, develops, coordinates and manages multiple business projects and acts as liaison with T & I on technology projects.   

Streamlines and improves the business processes.  

Acts as programs administrator; purchases new programs and systems, utilizing latest business support programs; develops and enhances user-friendly website.   

Creates and maintains long term business relationships with external community business partners; assists in the creation of department’s long term strategic goals, objectives and vision;   

Develops and maintains service goals and performance standards metrics. 

Develops, implements, and maintains a quality assurance program to include performance standards metrics to measure productivity, effectiveness, performance and customer satisfaction.   

Coordinates external community marketing and recruiting efforts.   

Creates, develops and reviews business documents and proposals for department related tasks. 

Develops and maintains Standard Operating Procedures program.     

Defines, plans, coordinates and facilitates the customer training and outreach programs, and creates the training and mentoring program for all department employees and other users.   

Recommends, implements, and monitors business support and enhancements to achieve the vision and core mission of the department.   

Gathers information and documents current and planned procedures; analyzes and evaluates operational procedures and production for automation; develops or modifies business-related system documentation and user procedures; develops and/or modifies functional specifications; analyzes, defines, and documents business work flow processes.   

Consults with users, professional staff, and functional team members on questions; analyzes and resolves business problems.   

Formulates logical statements of business problems and devises procedures for solutions; analyzes and resolves business program problems; prepares test data, conducts program tests, and verifies program test results.   

Reports the progress and performance of tasks; coordinates departmental involvement; ensures continuity of activities.   

Analyzes and resolves production problems within control; oversees implementation of corrective action.   

Performs related work as required. 

Knowledge, Skills & Abilities

Considerable knowledge of:  project management and business functions; information processing procedures; processes and techniques for converting manual operations into automated systems; PC based software and hardware; software implementation such as MS Office, Excel, email, Access, Accela etc.; techniques and project management tools such as MS-Project.   

Some knowledge of:  effective supervisory techniques utilizing modern management practices and procedures; public administration and organization.   

Ability to: conduct independent research and prepare reports; analyze information and document procedures and processes; prepare detailed procedures manuals; analyze business programs and procedures and explain abstract concepts in concrete terms; conduct independent research, prepare reports, and make effective presentations define tasks and assign resources; supervise the work of professional and support  employees; prepare detailed procedures manuals; perform project leader duties;  clearly and concisely communicate with all levels, both orally and in writing; establish and maintain effective working relationships with others. 

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in public or business administration, management information systems, computer programming, systems analysis, and/or database administration; or related field and a minimum of five (5) years’ experience in business systems, including one (1) year of supervisory experience

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
