This is work involving code enforcement within designated historic districts of the City to ensure compliance with approved design plans, building components and materials.  Bargaining unit position.

An employee in this class is responsible for historical preservation code enforcement activities for new construction and for rehabilitation, renovation, site improvements, and other types of alteration to existing structures. Work is of average difficulty and involves inspecting residential and commercial establishments to ensure compliance with State of Florida historic preservation and district guideline regulations for rehabilitation and additions outlined for historic districts and approved either administratively or by the Barrio Latino or Architectural Review Commissions of the City of Tampa. A significant component of work involves taking and maintaining architecturally oriented photos of structures and sites within historic districts and making photo essay presentations before historic preservation commissions as they review plans related to new construction, alteration, demolition, and relocation of facilities and sites within the districts. Employees must be tactful and courteous, as extensive contact is required with builders, architects, property owners, and the general public to discuss code requirements and code violations. Under general supervision, some initiative and independent judgment is required in determining the existence of code violations. Work is reviewed while in progress and upon completion through observation, conferences, reports submitted, and results obtained.

Conducts inspections within designated historic districts of the City to determine if new construction and approved rehabilitation, renovation, site improvements, and other types of alteration of existing structures proceed in compliance with historic district codes; inspects for compliance with certificates of appropriateness issued by the regulatory agency, including such items as design guidelines, building materials used, height, colors, and other architectural factors.

Reviews building components and materials used in historic district construction and alteration including roofs, trims, doors, windows, signs, porches, exterior wall material, and landscape elements.

Meets with builders, architects, property owners, and others regarding code violations that are found during inspections to explain the nature of violations detected and to provide assistance related to compliance; receives, records and investigates reported code violation complaints; seeks voluntary compliance to effect corrective action when violations are noted; conducts follow-up inspections after compliance requirements are initiated to determine if work is completed consistent with the code and other regulatory requirements.

Prepares and issues notices of violation or citations when voluntary cooperation is not obtained; conducts re-inspection as necessary; testifies before the Architectural Review and Barrio Latino Commissions on non-compliance cases as required.

Takes architecturally oriented photos of structures within historic districts to document the style, types of materials utilized, specific components of sites including landscape elements, etc.; makes presentations before the various historical review commissions, utilizing photos to establish the existence of historic styles, building materials, site features, etc.

Maintains records of inspections and other work performed; compiles data and submits written reports; operates a light weight motor vehicle to provide surveillance and identify violations.

Performs related work as required.

Considerable knowledge of: methods and techniques used in conducting code enforcement inspections.

 Working knowledge of: the layout of the City and its geography.

Some knowledge of: the historic preservation code; knowledge of photography.

Ability to: enforce applicable codes and regulations with firmness, impartiality, and tact; follow legal procedures related to the execution of regulatory codes and ordinances; follow oral and written instructions; prepare clear and concise written reports; perform work requiring moderate physical exertion; operate a lightweight motor vehicle; take photographs that establish the historical aspects of structures and sites; establish and maintain effective working relationships with builders, architects, property owners, other employees, government officials and the general public.

Graduation from an accredited high school with one (1) year of public contact work experience, and one (1) year of experience in the enforcement of standards and related codes, preferably with six (6) months experience associated with historic preservation codes; or an equivalent combination of training and experience.

Possession of a valid Florida driver’s license; possession of International Code Council (ICC) Property Maintenance and Housing Inspector certification.

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
