Introduction

This is responsible professional work involving departmental administrative practices, programs, unique projects and related support.

Nature Of Work

An employee in this classification performs a wide variety of tasks of considerable difficulty as pertains to analysis, development, project management and business process procedures for multiple divisions of the department. Responsibilities include: Ad-hoc projects, research and application for Parks and Recreation grants in concert with the City’s Grant Coordinator, data analysis and coordination of department standards, establishing non-personnel evaluation systems and arranging priorities for improvements based upon the department’s assessment program. Considerable initiative and independent judgment are required in the performance of tasks and projects.  Work is accomplished under general direction and reviewed through conferences, reports submitted, participation in project team meetings and results obtained.

Examples of Duties

Conducts studies to identify problems, recommends improvements to existing programs and determine feasibility and/or cost of proposals for new programs based on analysis; coordinates the Facilities and Parks Assessment program;  

Plans, develops, coordinates and manages multiple departmental special projects simultaneously; streamlines and improves business processes; consults with management team members to resolve business problems;  

Plans, organizes and partners with staff in the creation of administrative policy standards in support of departmental objectives; handles a variety of administrative details for management staff;  

Conducts grant research for department unique grants and assists in preparation and reporting of grant status; may work in concert with city’s Grant Coordinator.   

Coordinates department’s use of social media to include Facebook, Twitter, Instagram and remains current with latest social media developments to make appropriate recommendations.  

Establishes, maintains and enhances business relationships with external community business partners;  

Maintains records of department’s compliance with NRPA accreditation standards; ensures documentation is current, comprehensive and accessible; successfully guides department through related inspections and certifications.    

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of:  principles, practices and trends in Parks and Recreation administration, policy and standards; project management tools and techniques; grant research, analysis and writing; NRPA Accreditation, facilities and parks assessment, use of social media in the workplace, MS Office, Excel, Access; MS-Project.  

Knowledge of:  public administration and organization.  

Ability to: conduct independent research and prepare reports; analyze information and document procedures and processes; analyze systems and procedures and explain; make effective presentations; perform project leader duties; clearly and concisely communicate with all levels, both orally and in writing; establish and maintain effective working internal and external relationships, prepare and maintain records.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in parks management, parks and recreation and administration, sports management, public or business administration or a related field with one (1) year experience in an administrative role, preferably in the public sector and/or the parks and recreation field, six (6) months experience in project management and six (6) months social media and special ad-hoc project coordination experience preferred.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
