This is responsible work in coordinating a comprehensive training and safety program for enterprise department employees.  Bargaining unit position.

An employee in this class, under general supervision, coordinates and implements a comprehensive program to develop the knowledge, skills and abilities of enterprise department employees. Work is of average difficulty and requires the exercise of some initiative and independent judgment in ensuring ongoing compliance with all mandatory skills matrix certifications, CEUs required to maintain certifications, general safety training, and program development. Work involves liaison with City Risk Management/Safety, division management including team leaders and planner/schedulers and coordination with external educational agencies. Work is reviewed through conferences, observations, reports submitted, and results obtained.

Compiles skill matrix, general safety and craft training needs into an annual plan; collaborates with department stakeholders to issue a quarterly schedule of training, hands-on competency demonstrations and evaluations; maintains records of same.

Maintains quality by establishing consistency and the integrity of the skill competency evaluation and demonstration process.

Observes, evaluates and performs training on the safe and proper procedures for the: operation of heavy earthmoving equipment, power and manual tools during underground utility installation or service work; locating and protection of underground utility lines including placement and installation of shoring and decking; transportation and installation of a variety of metal and non-metal pipes, valves and fittings; operation and upkeep of related equipment such as pumps, well-pointing, compactors, small cranes and other mechanical lifting devises.

Reviews regulations and recommends a proper compliance strategy for the division to ensure compliance with regulatory requirements or City guidelines or policies.

Assists Team Leaders/field personnel with implementation of department/divisional safety programs including correction of hazards identified by employees.

Reviews current preventative maintenance schedules and makes recommendations for adjustments to ensure proper inspection and maintenance of equipment.

Makes oral and written reports, including corrective action recommendations, on conditions and activities observed on job sites or other work areas.

Serves as a technical advisor for safety committees and incident review panels.

Performs related work as required.

Working knowledge of (with the ability to evaluate and train others on the): occupational hazards and safety precautions, standard practices, methods and materials required in heavy construction/underground utility work; component parts and safe operating principles of heavy construction equipment; inspection process for damaged, worn or loose parts and other items affecting safe operation of equipment and tools of the trade; placement of reflective cones and barricades related to Maintenance of Traffic (MOT) set up: grading of earth for roads and road shoulders and loading earth and other loose material into trucks; trenching/excavation and potential confined space hazards related to underground utility work.

Ability to: interpret and work from blueprints, sketches or specifications; make simple arithmetic computations; follow oral and written instructions.

Skill in: project management and analytical processes; developing and presenting effective training programs; presenting the benefit of safety and loss prevention to all levels of the organization; establishing and maintaining effective working relationships with department managers, supervisors, peers, representatives of training agencies, and others.

Graduation from an accredited high school with five (5) years of experience in a team lead or journeyman role working in an underground utility/heavy construction related setting preferably with one (1) year of experience in workplace safety training, accident prevention, accident investigation, and/or training coordination and some fleet coordination experience; or an equivalent combination of training and experience.

Possession of a valid Florida drivers license required; CDL and/or MOT certification preferred.

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
