Introduction

This is responsible work in coordinating a comprehensive training program in support of the City’s workplace safety initiatives for all City departments.

Nature Of Work

Under general supervision, an employee in this class plans, develops, coordinates, and implements a comprehensive safety training program with the objective of developing the knowledge, skills and abilities of City employees with respect to safe work practices and procedures. Work is of average difficulty and requires the exercise of some initiative and independent judgment in ensuring compliance with all mandatory safety training, identifying and prioritizing employee training needs, and maintaining and submitting required reports on training and safety. Work involves liaison and coordination with the City’s safety staff and department management. Work is reviewed through conferences, observations, reports submitted, and results obtained.

Examples of Duties

Develops employee training related to health and safety and equipment certification for City employees; develops competency assessment tools and manages employee assessments for each diverse work group within departments to comply with Occupational Safety and Health Agency (OSHA) training requirements as detailed in 29 CFR 1910 and 1926 standards.

Serves as the principal trainer for all City departments’ required safety training needs; is able to train and/or facilitate training in topics such as but not limited to, HAZCOM, confined space, excavations, scaffolding, hot work, forklift, respiratory protection, maintenance of Traffic (MOT), first aid/CPR, and blood borne pathogens.

Works with department management to schedule training courses to ensure compliance with mandatory safety training (City, state and federal); identifies any new safety training needs as necessary; coordinates with appropriate personnel to ensure training is scheduled at required intervals; reviews new regulations and recommends proper compliance strategy for the division; serves as divisional liaison with all external safety agencies; ensures job site safety and accompanies agencies during safety inspections; communicates through reports and written correspondence.

Identifies, summarizes and prioritizes department and division safety training needs; compiles training needs into an annual plan; determines format for training and schedules locations and dates for offered training; schedules individuals for training; ensures registration process is completed when required; monitors training feedback and attendance.

Researches information and training resources; contacts educational institutions and private vendors regarding training needs and programs; reviews City training resources; researches online training, video based training and other training references.

Maintains administrative records for training; updates training database; issues certificates for completion of training; maintains training library; checks materials out to employees; obtains training materials; updates electronic training materials; maintains and monitors training budget; recommends budgetary needs to meet training objectives.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: training and development principles, practices and techniques; Workers’ Compensation rules and regulations; OSHA; safety practices; maintenance and servicing requirements for safety equipment; City departments.

Some knowledge of: City budgeting and purchasing processes.

Ability to: interpret and apply the theories, practices and procedures of OSHA and Florida Workers’ Compensation rules and regulations and safety principles, methods and procedures; carry out assigned projects to completion; organize; communicate and coordinate activities with outside agencies; maintain records; collect, organize and analyze data and prepare reports and recommendations; communicate professionally and effectively both orally and in writing; establish and maintain effective working relationships with employees, City officials, labor unions, and the public.

Skill in: use of computers and software (Excel, Access, Word, Training Management System); written and oral communications; public relations.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in education, safety or a related field and one (1) year of experience in workplace safety training, accident prevention, accident investigation, and/or training coordination; or Graduation from an accredited college or university with an associate's degree in education, safety or a related field and three (3) years of experience in workplace safety training, accident prevention, accident investigation, and/or training coordination.

Licenses or Certifications

Possession of a valid Florida driver’s license; certification as an instructor in Maintenance of Traffic, First Aid and/or CPR.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
