Introduction

This is work involving professional accounting and technical work for the Financial Support Team.

Nature Of Work

An employee in this class is responsible for performing tasks of more than average difficulty involving the analysis and improvement of accounting methods, processes, procedures and business activities.  Under direction, employees are required to complete significant projects involving the development of project schedules, work plans, and methodologies. Work requires the use of accounting principles, analytical knowledge and a variety of methods and techniques.  An important result of work activities is the development of changes that will result in more efficient and economical municipal operations.  The exercise of extensive initiative and independent judgment is required in executing project plans, generating and presenting reports.  Work is reviewed while in progress through conferences and reports submitted and upon completion through results obtained. 

Examples of Duties

Leads team responsible for improving ERP business processes and increasing system utilization.

Collaborates with department super-users and line staff to determine opportunities for process improvement, to included prioritization and timeline for completion.  

Utilizes a combination of subject matter, technical and functional experts to isolate and troubleshoot issues and develop short and long-term solutions, as well as optimize system performance.  

Works collaboratively with program managers to ensure current requirements are being met and to document future business requirements that will require new solutions within the ERP environment.  

Develops training programs to ensure end users have a complete understanding of the systems.  

Develops dashboard and custom reports & module management strategies.  

Develops and maintains a thorough understanding of Oracle EBS modules and business processes through independent research and communication with all levels of staff from initiator to approver.  

Develops system documentation, user manuals and standard operating procedures.   Works with management to determine project priorities and timelines and reports progress as required  

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: Budget, Accounting and Procurement practices and procedures.  

Working knowledge: Microsoft Office applications; project management principles. 

Ability to: analyze ERP work processes, procedures and workflows to create efficiencies; design, implement, monitor and modify programs, methods, procedures and workflows; solve complex problems through innovative thought and experience; facilitate a team-oriented work environment and exhibit proficient supervisor skills; communicate effectively across all functional levels of the organization.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree, preferably a master’s degree, in finance or business or a related field and five (5) years of progressively responsible experience in budgeting or finance including three (3) years supervisory experience.  Two (2) years minimum experience with Oracle E-Business Suite (EBS) and Hyperion Planning or a comparable Enterprise Resource System

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Possession of a valid drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
