Introduction

This is responsible supervisory work involving the tax codes and supervision of tax officials of the City.

Nature Of Work

The employee in this class is responsible for the direct daily supervision of the City Business Tax Division and the assigned inspectors, administrative and customer service staff. Work is of more than average difficulty and includes the enforcement and collection of business taxes. The employee assists in the performance of administrative tasks for the Division, such as budget formulation and procedures development. Fieldwork requiring the operation of a lightweight motor vehicle is necessary in order to observe and provide supervision to subordinate employees. Under general supervision, the employee is required to exercise considerable independent judgement and initiative in supervising the operations of the Division. Work is reviewed through reports submitted, results obtained and audits of records.

Examples of Duties

Assigns, supervises and reviews the work of field inspectors and assigned staff; provides orientation and training for staff and ensures that policies and procedures are adhered to; recommends employment, discipline and dismissal of subordinate employees; may serve as an initial respondent to internal grievances; approves employee leave request(s); completes performance evaluations.

Develops strategies to enhance revenue collection and performs complex tax calculations and prepares complex reports; identifies potential problems and develops solutions; recommends polices and procedures.

Supervises work of the field inspectors and assigned staff and provides daily guidance and direction; responds to citizen complaints and conducts required investigatory work.

Review and approves Regulated Business Operating Permit applications; supervises staff in the daily receipt of tax revenues from processing to the issuance of the paid receipt.

Ensures compliance with State and City Tax Codes; conducts follow-up supervision and submits non-compliance reports for Director/legal review and approval.

Approves purchase requests and ensure budgetary compliance.

Engages in public speaking engagements; responds to subpoenas and public records requests; serves as custodian of the records.

Performs other related duties as required.

Knowledge, Skills & Abilities

Extensive knowledge of: State and City tax codes, laws, ordinances and regulations pertaining to taxation.

Working knowledge of: effective supervisory techniques and office administrative practices.

Ability to: assign, supervise, and review the work of subordinate staff; enforce tax codes and regulations with consistency, tact and impartiality; prepare clear and concise oral and written reports and correspondence; review tax codes and regulations offering recommendations for changes and improvements; establish and maintain effective working relationships with staff, officials and the public.

Minimum Qualifications

Graduation from an accredited college or university with an associate’s degree in criminal justice, business or a related field and at least 3 years of prior supervisory experience to include at least 1 year experience in tax collection.

OR 

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Possession of a valid Florida Driver’s License.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
