Introduction

This is highly responsible professional and managerial work in directing the operations of the city’s water department.

Nature Of Work

Under administrative direction, the employee in this class organizes, directs, and coordinates activities of water supply, treatment, and distribution to provide the community with a reliable and efficient supply of water for domestic, industrial, commercial, agricultural, and fire protection purposes. Work is of unusual difficulty and involves the application of extensive initiative and independent judgment. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor. As outlined in the City Charter, the incumbent must reside within the City of Tampa or be willing to relocate.

Examples of Duties

Plans and directs the efficient operation of the city’s water utility which includes construction, installation, maintenance and repair of water storage and distribution facilities, hydrants, and services; directs operation and maintenance of water treatment and pumping plants, the Hillsborough River Reservoir, pumping stations, ground and elevated storage tanks, transmission mains, and the system control center to produce potable water supply.

Reviews supply and demand data and implements appropriate actions to ensure the system operates effectively.

Represents city at regional, state, national, and international levels concerning water issues; coordinates operations and facilities to comply with government, state, and local regulations, such as Southwest Florida Water Management District, Florida Department of Environmental Protection, and the Federal Safe Drinking Water Act Amendments of 1996.

Confers and negotiates with consulting and department engineers with respect to special studies, alterations, upgrades and expansions of the system; directs monitoring of performance of contract engineers and water main installation contractors.

Directs programs to educate the public on water conservation and related issues; directs the maintenance of operating and administrative records.

Prepares reports and correspondence; assigns, develops, and evaluates personnel; manages department budget and work processes.

Performs related work as required.

Knowledge, Skills & Abilities

Comprehensive knowledge of: modern water utility management, engineering methods, principles, and practices in relation to water system development and operation; materials and equipment used in water system operations; structural features of the water purification, pumping, and distribution systems.

Extensive knowledge of: modern water utility management practices and procedures; modern developments, current literature, and sources of information relating to the water supply and distribution industry.

Ability to: plan, assign, direct, and coordinate the work of professional, skilled and unskilled workers, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials, directors, managers, consultants, contractors, engineers, and the general public; set clear objectives and measures and monitor process, progress, and results.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in civil or environmental engineering or a closely related field, and five (5) years of experience in water utility system operations, construction and maintenance.

Licenses or Certifications

Registration as a Professional Engineer in the State of Florida.

Possession of a valid drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
