Introduction

This is highly responsible managerial work in directing the operations of the Police Department.

Nature Of Work

Under administrative direction, this employee has responsibility for planning, directing, and coordinating all programs, activities, and operations of the Police Department to ensure the protection, safety, and welfare of residents and visitors; provide protection of property; and prevent crime. Work is of unusual difficulty and involves the application of extensive initiative and independent judgment. Employee serves as a member of the Mayor’s Executive Staff. Work is reviewed by conferences, reports, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Develops, establishes, and reviews department mission, annual goals and objectives, and manages police operations; develops and oversees plans designed to maximize the efficient use of manpower and equipment; establishes and reviews short-term goals, objectives and delivery systems to deal with specific problems relating to and/or impacting law enforcement activities.

Oversees the operation of uniform patrol services, criminal investigations, special operations such as school resource programs, special events planning, traffic and crowd control, patrol of city parks and other law enforcement programs.

Establishes standards of conduct for police officers and other department personnel; directs the selection and development of officers, including annual in-service training to ensure compliance with accreditation and criminal justice standards.

Reviews, implements, and enforces department policies, procedures, and regulations.

Prepares and makes public addresses to educational institutions and to civic, business, and community organizations; conducts press conferences.

Confers and cooperates with management staff of other city departments; confers with legal and judicial officials with respect to the application and interpretation of existing and proposed laws and ordinances; cooperates with other city, county, state, and federal law enforcement agencies in matters of mutual interest or concern such as in the   apprehension and detention of wanted persons, the recovery of stolen property, and participation in joint agency task force operations.

Prepares reports and correspondence; assigns, develops, and evaluates staff; manages unit budget and work processes.

Performs related work as required.  

Knowledge, Skills & Abilities

Extensive knowledge of: principles and practices of modern police administration, organization, and methods and tactics; federal and state laws and regulations relating to job duties (e.g. Policemen’s Bill of Rights; RICO laws, etc.); modern management practices and procedures; modern developments, current literature, and sources of information relating to the police service.

Considerable knowledge of: safeguards afforded to individuals by the Constitution and federal and state laws; modern management practices and procedures.

Working knowledge of: labor relations, including negotiations, contract administration, and grievance processing; application of data processing to police administration and activities.

Ability to: write and speak clearly and succinctly in a variety of communication settings; plan, assign, direct, and coordinate the work of professional, para-professional and clerical employees in a manner that promotes full performance; establish and maintain effective working relationships with city officials, directors, managers, and other employees, labor union representatives, the media, and the general public; deal with public relations problems effectively, courteously, and tactfully; plan, organize, and refine procedures; blend people into teams when needed and to foster open dialogue and participation; set clear objectives and measures and monitor process, progress and results.

Suggested Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in police administration, criminal justice, public administration or related field and seven (7) years progressively responsible police experience of which five (5) years shall have been in a position of major command responsibility.

Licenses or Certifications

Possession of a valid drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
