Introduction

This is highly responsible managerial police work.

Nature Of Work

An employee in this class is responsible for performing administrative assignments of considerable difficulty which involve managing and directing the operation of a major subdivision of the municipal police department. The most important aspect of this job involves acting as shift or subdivision commander and exercising general direction over a specialized police function. Under direction, the employee is required to exercise considerable initiative and independent judgment in administering the policies and program objectives of the assigned area. At times, the employee is required to perform work of a hazardous nature and to work rotating shifts including nights, weekends and holidays. Work is reviewed through staff conferences, oral and written reports and results obtained. 

Examples of Duties

Acts as shift or subdivision commander and administers, directs and manages law enforcement activities of a specialized nature concerned with one or more of the following: analytical; forensic investigations; records, building maintenance, communications, property supply unit or evidence processing, burglary, crime prevention, homicide and robbery, internal affairs, larceny, resource management, selective enforcement, uniform district, vice control, or any other unit created or modified by the department.

Interprets policies, procedures, rules, and regulations to employees and the public; keeps informed of ordinances, codes, laws, statute modifications, court decisions, and other legislation that affect the operation and personnel assigned; appraises the techniques used to combat police problems in order to ascertain their continued effectiveness.

Investigates alleged cases of police misconduct and initiates a report of each incident as necessary; takes disciplinary actions commensurate with offenses committed; determines training needs and participates in the training and career development of subordinate personnel; inspects and participates in the inspection of assigned personnel, equipment and facilities; makes personnel assignments and changes; supervises and participates in the evaluation of probationary employees to ascertain their fitness for law enforcement work and makes recommendations concerning their continued employment; assists in the selection of new employees and makes recommendations for promotions of assigned personnel.

Delivers presentations to civic and other organizations as directed; administers law enforcement training programs as required; cooperates with other law enforcement agencies in matters of mutual interest; has responsibility for controlling situations requiring police presence.

Controls budget disbursement and utilization of assigned equipment; maintains records and prepares reports as required.

Directs the operation in the absence, or upon request, of a superior officer.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: approved principles, practices and procedures of law enforcement work; civil and criminal laws, as well as federal, state, and municipal codes, ordinances, rules and regulations; leadership and management styles and techniques.

Considerable knowledge of: the rules of evidence; police department operating rules, regulations, policies and procedures; administrative management methods, principles and practices, including methods of organization and operation.

Ability to: analyze complex police problems and situations, and to adapt quick, effective courses of action with regard to surrounding circumstances; deal courteously and firmly with the public and maintain good public relations; establish and maintain effective working relationships with trainees, other officers, and the general public; direct, train and supervise subordinate personnel; prepare administrative and technical reports and papers and to present them effectively, both orally and in writing.

Skill in: the use and care of firearms and other standard police equipment.

Minimum Qualifications

One year of experience as a Police Lieutenant with the City of Tampa.

Licenses or Certifications

Possession of a valid Florida driver's license required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
