The Employment & Eligibility Services Division within the Social Services Department assists citizens to become more independent and productive through programs designed to reduce dependency on welfare and promote personal responsibility.  Also, it provides eligibility determination and benefit issuance for customers who apply for various public assistance benefits.

Division management functions also include CalWIN Help Desk, staff development, hiring and training, QA/QC, and contract administration/monitoring. A key focus is on identification and cultivation of public assistance programs that offer innovative, evidence-based and strategic solutions for the future, which requires staying attuned to the evolving nature of program regulations and funding that impact service delivery models and methods. The Division’s management strives to nurture creativity in the pursuit of other progressive service solutions through a management style of empowerment, accountability and decision making at all levels of the organization.

The Position

The ideal candidate will thrive in a fast paced environment, and be able to to plan, organize, and manage an Employment/Eligibility Services function according to department and funding source requirements; the incumbent will also gather and analyze information to determine new and ongoing program needs; determines program objectives and formulates procedures and protocols for program services; strong skills in supervising, training and evaluating staff is essential.

The Employment and Eligibility (E&E) Services Manager serves as a member of the department’s mid-management team. The incumbent plans, organizes, directs and supervises the operations of one or more employment and eligibility services functions/programs to include CalWORKs, CalFresh,  General Assistance, Medi-Cal, County Medical Services Program/Path2Health, and/or Division administrative functions within the Health and Social Services Department.

The successful candidate for this position must demonstrate strong leadership skills, flexibility, creativity and the ability to work effectively to foster positive and harmonious working relationships, and experience working with a diverse staff and community groups.

The eligible list established form this recruitment will be used to fill full-time and part-time regular, limited-term, or extra-help positions as vacancies occur or the need arises.

Position Requirements

Education and/or Experience: One year of supervisory experience in one or more public assistance programs in a public agency in the State of California AND a Bachelor’s degree with a major in social work, public administration, business administration or a related field applicable to the area of specialization.

OR

 

Two years of supervisory experience in one or more public assistance programs in the County of Solano AND an Associate’s degree or completion of equivalent credit units from an accredited college or university is required preferably in behavioral science, business administration, humanities, public administration, social science or a related field.

 

OR

 

Three years of supervisory experience in one or more public assistance programs in a public agency in the State of California AND an Associate’s degree or completion of equivalent credit units from an accredited college or university is required preferably in behavioral science, business administration, humanities, public administration, social science or a related field.  

 

OR

 

Three years of management consulting experience in/with a County Social Services agency in the State of California that includes experience working with one or more Public Assistance programs AND a Master’s degree with a major in social work, public administration, business administration or a related field applicable to the area of specialization.

BENEFITS

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2017 calendar year is $1,430.11 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security.

Vacation is accrued at approximately 10 days per year for the first 3 years.
Sick leave accrues at approximately 12 days per year.

The County observes 12 fixed, paid holidays per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years. 

An additional 5% pay differential is allotted for assignments in Child Welfare Services.

Extra-help employees who work less than 29 hours per week do not typically receive or accrue benefits of regular employees during their period of employment. All extra-help employees accrue .034 hours of Sick Leave for every full hour worked. Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and/or practical exam, an oral board exam, or any combination listed. Supplemental Information

  • Possession of or ability to obtain a valid Class C California driver's license is required. Some positions in these classes may be required to work swing shift and weekends. Independent travel is required. Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11165/11166 of the California Penal Code relating to child abuse reporting and Section 15630 relating to Adult Abuse and reporting.   Candidates for some positions in this class will be required to pass a background investigation in accordance with applicable law, regulation and/or policy. Incumbents may be required to be able to work in an environment which may include exposure to communicable disease.  

Veterans Preference Points

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DATE.
