City of Salem is looking for an experienced professional to direct the activities of City's Fleet Services and Warehouse Operations. The work involves establishing uniform maintenance policies and equipment allocation procedures; supervising the operations and priorities for centralized fleet and warehouse operations; establishing work standards and evaluating performance of division personnel; establishing and maintaining adequate cost records; supervising the maintenance of detailed records for all equipment including initial cost, charges for services, fuel and oil consumption, repair costs and mileage; analyzing cost reports for each vehicle; preparing equipment specifications for new equipment; analyzing future equipment requirements; planning and budgeting for the replacement of equipment; preparing a variety of reports related to equipment use and maintenance costs. The position also manages the City’s fueling infrastructure including purchasing the fuel supply. The work also involves managing the Central Warehouse; contract administration; coordination with City departments on equipment specifications; and replacement or procurement decisions; staying current on innovations in shop maintenance equipment; alternative energy vehicles and fuels; preparing proposals for changes in equipment or procedures; and other related work as required.

Bachelor's degree from an accredited college or university in Fleet Management or a related field, and 5-7 years of experience in a related field; including supervisory experience, or any combination of education, experience, and training which provides the required knowledge and abilities to perform the essential functions of the class.

The application review and the interview will evaluate the following knowledge and abilities: Knowledge of general management and fleet management principles; equipment management systems; budgeting and accounting principles; general mechanical principles of operation for fleet equipment and materials management; legal and regulatory environment in which business and fleet/warehouse operations are conducted; OSHA standards related to fleet operations; inventory practices and procedures; techniques, equipment, and materials used in automotive equipment repair and maintenance, and its management; ability to communicate effectively verbally and in writing to a wide range of individuals; speak and present effectively in front of large groups; operate computers and work with automated systems and in their selection and productive employment; work independently, analyze situations accurately and adopt an effective course of action; comprehend and apply concepts for enhancement and efficiency of department and general operations; establish and maintain effective working relationships with individuals, coworkers, other agencies, and the public; problem solve and negotiate cost effective solutions; plan, delegate and effectively supervise staff.
