Conditional
employment offers are based on successful completion of any preappointment
background investigation, drug testing, and medical/psychological evaluation.
ABOUT THE POSITION: Under the general direction of the Clinical
Program Director, plans, organizes and manages the clinical and administrative
functions of the inpatient mental health unit; supervises assigned staff; and
does other related work as required.
TYPICAL TASKS: Plans, assigns, manages, supervises and
coordinates the work of a multi-disciplinary treatment team providing mental
health services, as well as consultation and educational services to clients,
public and private agencies and the community; reviews and approves, in
conjunction with psychiatric consultation, of multi-disciplinary individualized
patient treatment plans; case reviews monitored in monthly peer/quality
assurance review process; evaluates individual staff member's quality of care
and level of productivity and consults with them as needed; provides clinical
and general supervision to clinical and support staff; completes individual
employee performance evaluations annually; completes annual evaluations on all
temporary inpatient employees; assures compliance with Mental Health Inpatient,
San Luis Obispo County General Hospital, California State Department of Mental
Health and Joint Commission on Accreditation of Hospitals Organization policies
and regulations; coordinates program activities with other community agencies;
assists in clinical training experience of student nurses from Cuesta College,
Allan Hancock College and student Psychiatric Technicians from Atascadero State
Hospital; attends various meetings, i.e., Executive Nurses Committee,
Psychiatric Review Committee, General Hospital Safety Committee, Women's
Shelter Board, Medication Monitoring Committee, Mental Health Program
Supervisors Meeting, and General Hospital Mid-Level Management Meetings.
OTHER CONDITIONS OF EMPLOYMENT: Applicants must be willing to
participate in cultural competency training as specified in California Code of
Regulations Title IX, Article 4, Paragraph 1810.410.4. Applicants must meet
Title 42 of the Code of Federal Regulations, Section 438.608 regarding Federal
payment for services provided by individuals who are listed as debarred,
excluded or otherwise ineligible for participation in Federal health care
programs.
THE REQUIREMENTS: Knowledge of:
Principles and practices of leadership and supervision; program
development, staff development, evaluation and administration; California laws and
regulations pertinent to mental health; principles and practices of community
organization and mental health administration.
Ability to: Develop and manage multi-disciplinary
treatment program; supervise treatment staff; evaluate clients' responses to
nursing actions in order to revise data base, nursing diagnoses and update
treatment plans; assist clients, families and groups to achieve satisfying and
productive levels of functioning through health teaching; function as a patient
advocate.
MINIMUM QUALIFICATIONS: Possession
of a valid California license as a Registered Nurse; AND: a Master's
degree in Psychiatric and Mental Health Nursing and three years of
post-licensure experience in a mental health setting, one year of which in a
supervisory capacity. (Two years'
additional experience in a mental health setting may substitute for the
Master's degree. (Job-related nursing
experience in a psychiatric or mental health setting may be substituted for two
years of the required education.)
LICENSES/CERTIFICATES: A valid driver’s license may be required
at the time of application. When a
driver’s license is a condition of employment, a valid CALIFORNIA driver’s license is required at
the time of appointment and must be maintained throughout employment.

AGENCY SHOP: Employees hired into the Public Services, Supervisory and
Clerical bargaining units represented by SLOCEA labor contracts are covered by
Agency Shop provisions which require that new employees become SLOCEA dues
paying members or pay an agency shop service fee in lieu of dues.
NOTIFICATION: Applicants will be

SELECTION PROCESS: The examination process will include a competitive examination
consisting of an evaluation of job-related education and experience through one
of the following methods of testing: A) competitive application rating,
based solely on application information presented OR B) oral board rating as
determined by an interview panel. In either case, the evaluation will be
weighted 100% in determining a candidate’s placement on the eligible list. The
hiring department will be provided a list of the top nine ranks of eligible
candidates and one additional rank for each vacancy. The hiring department may
hire any of the candidates certified to the department. Veterans and
disabled veterans preference points will be assigned when applicable. Please
note: any part of this selection process may be waived or changed as deemed
appropriate by the Human Resources Department at any point during the
recruitment. Eligible lists may be used to fill regular, limited term or
temporary positions. New employees are required to complete an INS Employment
Eligibility Verification form to certify citizenship or legal residency and
