ABOUT THE POSITION:
San Luis Obispo County is looking for a highly motivated, experienced Psychiatric Medical Director to plan, manage and direct the operations and activities of the Medical - Psychiatric programs and services in the county Behavioral Health Department.  Under the umbrella of the county Health Agency, this position will report to the Behavioral Health Administrator.  The qualified candidate will have excellent clinical, organizational, leadership and communication skills, with the ability to work collaboratively within the department, with other agencies and with the community.  The Mental Health Medical Director is part of the departmental management team establishing standards, direction and vision for psychiatric services within the county.  This position oversees the efficient and effective delivery of psychiatric health services in various outpatient programs and supervises approximately a total of eleven staff and contract psychiatrists.  This position also oversees operations of the county's 16 bed inpatient Psychiatric Health Facility which will include periodic clinical coverage (including weekends and holidays) on a rotating basis with other Staff and Contract Psychiatrists.

The Mental Health Medical Director has independent responsibility for professional practices, psychiatric diagnostic and therapeutic services, and the implementation of medical-psychiatric functions within the Community Mental Health Services; and does other related work as required.

TYPICAL TASKS: 
Coordinates and supervises psychiatrist staff and practices; schedules essential psychiatrist coverage for the mental health program; conducts psychiatric examinations, makes diagnoses and prescribes therapy; conducts individual and group therapy; consults and cooperates with other professional individuals and agencies; dictates psychiatric records and reports; does educational work in promoting mental health in the community; participates in professional development activities; provides leadership in quality assurance and review activities; provides psychiatric input to program management.

THE REQUIREMENTS: 
Knowledge of: General medicine and psychiatry; health program organization and administration; skill in the evaluation and treatment of mental illness; community needs and resources in the field of mental health.   Ability to: Supervise professional staff; establish and maintain effective relationships with patients, other professionals in the field, interested organizations, and the general public; develop effective systems for the delivery and review of psychiatric services.

MINIMUM QUALIFICATIONS:
Possession of a valid California license to practice medicine. In addition, one year of administrative experience in a medical program; AND Either A: Possession of a valid Certificate of Psychiatry, issued by the American Board of Psychology and Neurology or eligibility for examination for such certificate as evidenced by a written statement by the Secretary of that Board; OR B: Completion of an approved residence program in psychiatry.

LICENSES/CERTIFICATES: A valid driver’s license may be required at the time of application.  When a driver’s license is a condition of employment, a valid CALIFORNIA driver’s license is required at the time of appointment and must be maintained throughout employment.

OTHER CONDITIONS OF EMPLOYMENT:  Applicants must be willing to participate in cultural competency training as specified in California Code of Regulations Title IX, Article 4, Paragraph 1810.410.4. Applicants must meet Title 42 of the Code of Federal Regulations, Section 438.608 regarding Federal payment for services provided by individuals who are listed as debarred, excluded or otherwise ineligible for participation in Federal health care programs.

SELECTION PROCESS:
Applications that meet the minimum qualifications set forth in this examination announcement will be submitted to a Screening board to select a limited number of the most qualified candidates to appear before the Oral Interview Board.  The Screening Board's selection will be based upon those applications meeting the minimum qualifications which, in addition demonstrate the greatest breadth and depth of job-related training, experience and education and which indicate the possession of knowledge, skills and abilities required to perform the typical tasks of the job.  Therefore, Applicants are urged to submit sufficiently detailed information in their application materials for proper evaluation.  The Oral Interview will be weighted 100% towards the candidate's final ranking with a minimum score of 70 to pass the exam.    In the event that an insufficient number of eligible candidates meet the minimum qualifications, the Oral Interview Board may be waived and the candidates rank may then be weighted 100% on application screening scores.   The hiring department will be provided a list of the top nine ranks of eligible candidates and one additional rank for each vacancy. The hiring department may hire any of the candidates certified to the department.  Veterans and disabled veterans preference points will be assigned when applicable. Please note: any part of this selection process may be waived or changed as deemed appropriate by the Human Resources Department at any point during the recruitment. Eligible lists may be used to fill regular, limited term or temporary positions. New employees are required to complete an INS Employment Eligibility Verification form to certify citizenship or legal residency and authorization to work.
