ABOUT THE POSITION: Under direction, plans, organizes, controls, and directs County library operations, services and programs; coordinates and directs personnel, communications, and resources to meet county library needs and ensures smooth and efficient department activities; supervises and evaluates the performance of assigned personnel; serves on the library's management team; and does other related work as required.

TYPICAL TASKS:
(Not in order of importance)

  • Plan, organize, control, and direct County library operations, services, programs and activities; establish and maintain departmental timelines and priorities; participate in strategic planning; ensure optimal allocation of library resources; prepare and monitor library performance measures; comply with established laws, codes, regulations, policies, and procedures.

  • Coordinate, direct, and evaluate assigned personnel and other resources to meet County library needs and ensure smooth and efficient Department activities; develop and implement departmental training activities; oversee the development and implementation of library services to include branch management and automation; manage the operation and maintenance of County branch libraries, bookmobiles, and related services.

  • Direct activities to ensure proper maintenance of county-wide library collections to include acquisition, receipt, and distribution of library materials county-wide; coordinate library resource-sharing activities with the Black Gold consortium and direct inter-library loan activities.

  • Participate in the review, analysis and implementation of new automated systems, equipment and technologies; maintain current knowledge of programs, products and services related to automated systems and technologies.

  • Direct the preparation and maintenance of a variety of narrative and statistical records as well as provide technical information and assistance to library management, staff, and outside groups/individuals about library services and programs.

  • Enhance professional development through participation in professional organizations and attendance at professional conferences and workshops; conduct meetings, workshops, and special events as assigned; represent the library on county-wide committees as needed; coordinate with Friends of the Library groups system-wide and the foundation for San Luis Obispo City-County libraries.

  • Serve as the Library Director in the absence of the Director.

THE REQUIREMENTS:
Knowledge of:

  • Principles and practices of public library administration to include planning, organization, and direction of public library operations, services, and programs

  • Library classification systems and standard library cataloging practices

  • Applicable laws, codes, ordinances, regulations, policies, and procedures

  • Principles and practices of supervision and training

  • Budget preparation and control

  • Integrated online library systems

Ability to:

  • Plan, organize, control, and direct County library operations, services, and programs

  • Manage and direct personnel, communications, and resources to meet County library needs and ensure smooth and efficient Department operations

  • Oversee the development and implementation of Library programs and services

  • Establish and maintain departmental time lines and priorities

  • Monitor, analyze and modify policies, procedures and programs to enhance the financial effectiveness and operational efficiency of County libraries and meet patron needs

  • Manage the operation and maintenance of County branch libraries, bookmobiles, and related services

  • Recommend adequate personnel, resources, and equipment levels to meet County library needs

  • Communicate effectively both orally and in writing

  • Interpret, apply, and explain rules, regulations, policies, and procedures

  • Establish and maintain cooperative and effective working relationships with others

  • Operate a computer and assigned office equipment

MINIMUM QUALIFICATIONS:  Graduation from an American Library Association accredited college or university with a master's degree in library science. In addition, five years of increasingly responsible professional library experience including three years in an administrative or supervisory position.

LICENSES/CERTIFICATES:  A valid driver's license is required at the time of application. A valid CALIFORNIA driver's license is required at the time of appointment and must be maintained throughout employment.

NOTIFICATION:  Applicants will be notified 2-4 weeks after the final filing deadline. However, some recruitments may take less or more time depending on the type of exam and number of applicants. Notifications will be posted on-line on the Applicant Status Board for each phase of the recruitment process and will be sent by US mail and/or email. SELECTION PROCESS:   The examination process will include a competitive examination consisting of an evaluation of job-related education and experience through one of the following methods of testing: A) competitive application rating, based solely on application information presented OR B) oral board rating as determined by an interview panel OR C) application screening and an oral board rating OR D) any combination thereof. In any case, the evaluation will be weighted 100% in determining a candidate’s placement on the eligible list. Applicants are urged to submit sufficiently detailed information in their application materials for proper qualification evaluation. The hiring department will be provided a list of the top nine ranks of eligible candidates and one additional rank for each vacancy. The hiring department may hire any of the candidates certified to the department. Veterans and disabled veterans preference points will be assigned when applicable. Please note: any part of this selection process may be waived or changed as deemed appropriate by the Human Resources Department at any point during the recruitment. Eligible lists may be used to fill regular, limited term or temporary positions.
