ABOUT THE POSITION: Under direction,
plans, organizes and directs the operations and activities of the Planning
Division which includes Current and Environmental Planning, Long Range Planning
and Resource Management (Mining and Reclamation, Agriculture and RMS);
coordinates and directs communications, information and personnel to meet
County needs and assure smooth and efficient division or function activities;
supervises and evaluates the performance of assigned personnel; participate in
the development, preparation and monitoring of the annual budget for the
Planning division; and does other related work as required.
TYPICAL TASKS:

Plan,
organize and direct the operations and activities of an assigned division or
major function such as current planning, public information and technology and
long-range planning; assure programs, projects and activities comply with
established laws, codes, ordinances, regulations, policies and procedures.

Supervise
and evaluate the performance of assigned personnel; interview and select
employees; recommend transfers, reassignment, termination and disciplinary
actions; coordinate subordinate work assignments and review work to assure
compliance with established standards, requirements and procedures; oversee the
development and implementation of training functions.
·
Establish
and maintain division or major function, program and project timelines and
priorities as assigned; estimate time, personnel and resource requirements for
projects, operations and activities; calculate and prepare cost estimates;
monitor progress of projects and modify activities to meet established
objectives and timelines as appropriate; review completed projects to assure
proper quality control.
·
Provide
consultation to County personnel, outside agencies and the public concerning
division or function operations and activities; respond to inquiries, resolve
issues and conflicts and provide detailed and technical information concerning
related laws, codes, plans, ordinances, regulations, policies and procedures;
assist in the formulation and development of policies, procedures, strategic
plans and programs; participate in the preparation and administration of
adopted County plans and ordinances.

Direct
the preparation and distribution of correspondence, staff reports, and
informational materials related to assigned functions; review and evaluate
documents submitted by governmental agencies and outside organizations
concerning compliance requirements; oversee permit processing and issuing
related to assigned division or function as directed.

Participate
in the development, preparation and monitoring of the annual budget for assigned
division or function; analyze and review budgetary and financial data; control
and authorize expenditures in accordance with established limitations.

Attend
and conduct a variety of meetings as assigned; represent the Department at
various groups, commission, boards, committees, hearings, conferences and other
outside functions as directed; prepare and deliver oral presentations; serve as
Hearing Officer for Planning Department hearings or on the Subdivision Review
Board for items such as minor use permits, lot-line adjustments, road names and
administrative fine appeals.

MINIMUM
QUALIFICATIONS:
Graduation from an
accredited four-year college or university with a bachelor's degree in urban
and regional planning, architecture, landscape architecture, geography, natural
resources management, environmental, physical or life science, or a
closely-related field. (Job-related experience may substitute for the required
education on a year-for-year basis.) In addition, five years of experience in
urban and regional planning or environmental review and analysis, two years of
which were in a supervisory position. (A master's degree or bachelor's degree
in two fields such as life science and planning is desirable and may substitute
for one year of non-supervisory professional experience.)
LICENSES/CERTIFICATES: A valid driver's license is required
at the time of application. A valid CALIFORNIA driver's license is
required at the time of appointment and must be maintained throughout
employment.

SELECTION PROCESS: The
examination process will include a competitive examination consisting of an
evaluation of job-related education and experience through one of the following
methods of testing: A) competitive application rating, based solely on application
information presented OR B) oral board rating as determined by an interview
panel OR C) application screening and an oral board rating OR D) any
combination thereof. In any case, the evaluation will be weighted 100% in
determining a candidate’s placement on the eligible list. Applicants are urged
to submit sufficiently detailed information in their application materials for
proper qualification evaluation. The hiring department will be
provided a list of the top nine ranks of eligible candidates and one additional
rank for each vacancy. The hiring department may hire any of the candidates
certified to the department. Veterans and disabled veterans preference
