ABOUT THE POSITION: Under general
direction, plans, administers and coordinates all mapping activities of the
Assessor’s Department; assists in formulating department policies and
procedures; manages the CAD/GIS system; supervises and evaluates mapping and
clerical staff.
TYPICAL
TASKS:
Organize,
plan and coordinate all computer related activities for the mapping section;
creates complex maps using CAD/GIS; creates complex digital graphics as needed;
performs digital conversion between various media types; performs the
automation of graphic data using digitizing or coordinate geometry methods;
performs or directs detailed CAD/GIS programming functions; performs detailed
computer file maintenance functions; performs computer hardware/software
analysis and makes recommendations; identifies and interprets aerial
photographs; writes RFP’s for various mapping projects; reviews work for compliance
with established standards, procedures and legal mandates; prepares reports;
coordinates the tax rate area system; reviews deeds, subdivision maps, surveys
and other information pertinent to the creation and maintenance of cadastral
and specialized maps; interprets the effect of road and highway plans on real
property; makes technical computations; assists public at the counter and on
the telephone; develops and implements the training of Cadastral Mapping
Systems Specialists and other staff; may perform public speaking duties;
delegates work of Cadastral Mapping Systems Specialists; coordinates work flow
with other Assessor’s Office Sections; monitors and evaluates Cadastral Mapping
Systems Specialists and other employees; performs other related work as
required.
THE REQUIREMENTS:
Knowledge of: CAD/GIS
computer operation applied to cadastral mapping; computer programming; computer
file management; principles of surveying; assessment identification systems,
geometric and trigonometric functions; legal description theory; real estate
principles and appraisal, techniques of digital graphic arts; elements of
cartography; legal mandates and principles related to cadastral mapping;
principles of supervision; principles of office management including budgeting,
scheduling and policy.
Ability to: Direct and
manage the CAD/GIS system; complex tasks on a CAD/GIS workstation; perform
detailed investigations into difficult property ownership and chain of title;
read and interpret property descriptions of a complex nature; perform
mathematical calculations; think clearly and logically; speak and write
clearly, concisely and effectively; work effectively with the public;
efficiently implement changes in policy and procedure.
MINIMUM
QUALIFICATIONS:

A:
Graduation from an accredited four year college with a degree in cartography,
geographic studies, engineering, surveying, architecture or closely related
field and 2 years of experience equivalent to a Cadastral Mapping Systems
Specialist III Or B: Two years of college coursework, including at
least 12 semester/18 quarter units in CAD/GIS studies, drafting, engineering,
surveying, architecture, or a closely related field (job related experience in
an Assessor’s Office or experience interpreting legal descriptions and/or
preparing CAD/GIS drawings may be substituted for the required education on a
year-for-year basis); plus 2 years of experience equivalent to a Cadastral
Mapping Systems Specialist III.

LICENSES/CERTIFICATES: A valid driver
license may be required at the time of application. When a driver license

NOTIFICATION: Applicants

SELECTION PROCESS:
The examination process will include a competitive examination consisting
of an evaluation of job-related education and experience through one of the
following methods of testing: A) competitive application rating, based solely
on application information presented OR B) oral board rating as determined by
an interview panel OR C) application screening and an oral board rating OR D)
any combination thereof. In any case, the evaluation will be weighted
100% in determining a candidate’s placement on the eligible list.
Applicants are urged to submit sufficiently detailed information in their application
materials for proper qualification evaluation. The hiring
department will be provided a list of the top nine ranks of eligible candidates
and one additional rank for each vacancy. The hiring department may hire any of
the candidates certified to the department. Veterans and disabled
veterans preference points will be assigned when applicable. Please note: any
part of this selection process may be waived or changed as deemed appropriate
by the Human Resources Department at any point during the recruitment. Eligible
lists may be used to fill regular, limited term or temporary positions.
New
