ABOUT THE POSITION: Classes
in this series, under medical direction, organize, conduct and supervise
physical or occupational therapy treatments and programs in a hospital, home or
clinic setting, May assist in the supervision and coordination of a staff of
physical and occupational therapists at one or more California Children’s
Services (CCS) Medical Therapy Units; and do other related work as
required. NOTE: THE CURRENT VACANCY IS WORKING WITH
PHYSICALLY HANDICAPPED/DISABLED CHILDREN AT CALIFORNIA CHILDREN’S SERVICES MEDICAL
THERAPY UNITS. THIS POSITION REQUIRES AN
OCCUPATIONAL THERAPIST LICENSE.
This classification is used to employ
persons who provide physical or occupational therapy treatment for patients in
a hospital, home or clinic or in a program for physically handicapped
children. Assignments will vary based
upon the option used in recruiting and hiring and the patient group involved.
Persons employed under the Physical
Therapy option will, in addition to the Typical Tasks, be involved in directing
and assisting patients in various exercises and activities for muscle re‑education,
gait, transfer and prosthetic training, and instructing patients and care
providers in the care and use of wheelchairs, braces, crutches, canes and
prosthetic devices.
Persons employed under the Occupational
Therapy option will, in addition to the Typical Tasks, teach appropriate
functional activities with particular emphasis on activities of daily living;
improve fine motor skills including reach, grasp and release; provide and
instruct in the use of upper extremity splints, braces, positioning devices and
prostheses; provide training for perceptual motor and oral motor dysfunction
and desk skills.
This is the fully‑qualified
journey-worker level. Incumbents, under
direction, independently perform a wide variety of therapy duties in assigned
programs; may coordinate and direct the work of assigned professional, sub- and
paraprofessional staff.
TYPICAL TASKS: Organizes,
administers and supervises patient therapy programs as prescribed by a
physician; assists the physician in patient assessment by administering
appropriate tests, including muscle, sensory, reflex, developmental, motor and
functional abilities; develops individual treatment programs based on goals and
objectives; teaches patients and care providers exercises and activities which
are to be continued at home; facilitates normal development; administers
active, passive and resistive therapeutic exercises, massage and muscle re‑education;
improves postural reactions and integrates reflexes; instructs patients in
ambulation, use of mobility aids and care of equipment; administers
hydrotherapy and electrotherapy; facilitates vocational, avocational and social
skills; works with families, physicians, school personnel, community
organizations, and local health authorities; evaluates patients' progress and
prepares reports; orders durable medical equipment and supplies; keeps
treatment areas and equipment in a sanitary and workable condition; directs the
work of assigned subordinate staff. May
oversee and review the work of staff therapists, assistants, aides, students,
and volunteers; may develop and coordinate clinical in-service training plans;
may coordinate scheduled specialty clinics at assigned medical therapy unit(s);
may interpret CCS policies for patients, staff, school personnel, and the
public; may identify space, equipment, and supply requirements for assigned
medical therapy unit(s); and may provide input to the CCS supervising therapist
regarding program procedures, development, staffing needs and budget
requirements for assigned medical therapy unit(s).
THE REQUIREMENTS: Knowledge of: The therapeutic principles, techniques and
equipment used in physical/occupational therapy, anatomy, physiology and basic
pathology involved in diseases or injuries resulting in physical and mental
handicaps. In addition, appropriate
application and use of specialized treatment techniques; psychological impact
of disease or disability. Ability to:
Plan, organize and conduct therapy treatment programs;
communicate effectively; follow written and oral directions; keep accurate
records; analyze situations accurately and take an effective course of
action. Establish and maintain effective
working relationships with families, clients, staff and other medical
professionals. In addition, independently develop and
carry out specialized therapy treatment programs.
MINIMUM QUALIFICATIONS: Either A: Possession of a valid California license as a Registered Physical Therapist; Or
B: (Beginning 1/1/03) a valid California license as an
Occupational Therapist. IN ADDITION:
For Occupational Therapists, a valid registration with the National Board for
Certification in Occupational Therapy.
AND: Three years of post‑licensure therapy experience
(a Master's Degree in Physical or Occupational Therapy may be substituted for
one year of the required experience).
Specific program vacancy experience
requirements may require candidates to demonstrate that at least one of the
required three years of experience has been in the following program specialty
areas:
Hospital: Acute care physical therapy.
Home
Health: Geriatric,
orthopedics or neurology.
Physically
Handicapped Children:
Orthopedics, pediatrics or neurology.
NOTE: Any of the above required licenses or registrations are required at the
time of application and must be maintained throughout employment.
LICENSES/CERTIFICATES: A valid
driver’s license may be required at the time of application. When a driver’s license is a condition of
employment, a valid CALIFORNIA
driver’s license is required at the time of appointment and must be maintained
throughout employment.

AGENCY SHOP: Employees hired into the Public Services,
Supervisory and Clerical bargaining units represented by SLOCEA labor contracts

SELECTION PROCESS: The examination process will include
a competitive examination consisting of an evaluation of job-related education
and experience through one of the following methods of testing: A)
competitive application rating, based solely on application information
presented OR B) oral board rating as determined by an interview panel. In
either case, the evaluation will be weighted 100% in determining a candidate’s
placement on the eligible list. The hiring department will be provided a list
of the top nine ranks of eligible candidates and one additional rank for each
vacancy. The hiring department may hire any of the candidates certified to the
department. Veterans and disabled veterans preference points will be
assigned when applicable. Please note: any part of this selection process may
be waived or changed as deemed appropriate by the Human Resources Department at
any point during the recruitment. Eligible lists may be used to fill regular,
limited term or temporary positions. New employees are required to complete an
