ABOUT THE POSITION
: Under direction, provides psychiatric diagnostic and therapeutic services; and does other related work as required.

TYPICAL TASKS:
Conducts medical and psychiatric evaluations; makes diagnoses and prescribes treatment; conducts individual and group therapy; consults and cooperates with professional individuals and programs; dictates psychiatric records and reports; reviews and approves all intakes and case reviews and treatment plans; participates in Utilization Review/Quality Assurance activities; does educational work in promoting mental health in the community; participates in professional development activities.

THE REQUIREMENTS:
Knowledge of
:
General medicine and psychiatry; Community Mental Health system and management; skill in the evaluation and treatment of mental illness; psychopharmacology; community needs and resources in the field of mental health.

Ability to
:
Supervise, establish and maintain effective working relationships with clients, staff, other professionals in the field, interested organizations, and the general public.

MINIMUM QUALIFICATIONS: Possession of a valid California license as a physician and surgeon at the time of appointment; and evidence of having completed three years of graduate training in psychiatry in a program approved by the American Medical Association or the American Osteopathic Association.

ADDITIONAL LICENSES:
Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver's license will be required at the time of appointment.

OTHER CONDITIONS OF EMPLOYMENT: Applicants must be willing to participate in cultural competency training as specified in California Code of Regulations Title IX, Article 4, Paragraph 1810.410.4. Applicants must meet Tile 42 of the Code of Federal Regulations, Section 438.608 regarding Federal payment for services provided by individuals who are listed as debarred, excluded or otherwise ineligible for participation in Federal health care programs.

AGENCY SHOP: Employees hired into the Public Services, Supervisory and Clerical bargaining units represented by SLOCEA labor contracts are covered by Agency Shop provisions which require that new employees become SLOCEA dues paying members or pay an agency shop service fee in lieu of dues.

SELECTION PROCESS
:
Applicants may be evaluated by use of an application, screening board, written examination, and/or oral board. Veterans and disabled veterans preference points will be assigned when applicable. The top nine or more ranks shall be certified for appointment consideration. Any part of this selection process may be changed. Eligible lists may be used to fill regular, limited term or temporary positions. New employees are required to complete an INS Employment Eligibility Verification form to certify citizenship or legal residency and authorization to work. Essential functions of a job for purposes of the Americans with Disabilities Act will be determined prior to the filling of each vacant position.
