ABOUT THE POSITION: 
Under direction, performs a variety of professional fiscal activities in support of County tax collection, fund investment activities and administration of decedent estates; monitors, evaluates and provides recommendations concerning tax collection, investment accounts, estate management and budgets and related transactions; assists in the development and implementation of fiscal systems and procedures involved in the collection of taxes, investment of County funds and estate management; and does other related work as required.

The Financial Analyst I classification is the entry-level position in the series.  Incumbents work under close supervision and perform professional-level fiscal duties in support of County tax collection, fund investment activities and estate management. The Financial Analyst II classification is the experienced-level position in the series.  Incumbents perform complex fiscal duties in the analysis of tax collection functions, investment opportunities and estate management. Designated positions in this classification supervise subordinate personnel.

TYPICAL TASKS:

Perform a variety of professional fiscal activities in support of County tax collection, fund investment activities and estate management; monitor, evaluate and reconcile Department funds and budgets; assure accurate accounting of funds including income and expenditures; assist in assuring related transactions and activity complies with established laws, codes, regulations, policies and procedures.

Monitor, evaluate and project cash flow to anticipate account expenditure requirements and determine funds available for investment; assure budgetary expenditures comply with established limitations; forecast budgetary, tax collection, investment and estate income and expenditures; analyze costs to the County and provide recommendations concerning budgetary allocations as assigned.

Assist in the development and implementation of fiscal systems and procedures involved in the collection of taxes and investment of County funds and estate management; monitor, evaluate and provide recommendations concerning the modification of programs and systems to meet the fiscal needs of the Department; participate in the development and implementation of automated systems as assigned.

Participate in the development and maintenance of the County's investment portfolio; monitor money market conditions and economic and financial trends to identify and analyze investment opportunities available to the County; determine optimal type and amount of investments necessary to meet the financial needs of the County.

Train and evaluate the performance of designated personnel as assigned by the position; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; assign employee duties and review work for accuracy, completeness and compliance with established requirements.


Provide technical advice concerning the purchasing and redemption of qualified investments; recommend fund and security transfers to enhance return on County investments; review and initiate financial transactions in response to investment performance; negotiate the purchase, sale and exchange of securities as directed.

Prepare, maintain and present a variety of financial, statistical and narrative records, reports, recommendations, resolutions and files related to funds, budgets, investments, income, expenditures and assigned activities; prepare and distribute a variety of financial correspondence and documentation as required; compare banking and investment statements with Department records to assure accuracy and identify errors.

Input a wide variety of financial and statistical data into an assigned computer system; establish and maintain automated records and files; initiate queries, manipulate data and generate a variety of computerized reports; assure accuracy of input and output data.

Perform a variety of special fiscal projects in support of tax collection, fund investment and decedent estate activities; research, analyze and assemble a variety of statistical information; provide technical input concerning the development and implementation of internal controls as requested; assist in resolving fiscal issues, errors and discrepancies related to County investments, tax collection and estate management.

Communicate with personnel and various outside agencies to exchange information, coordinate activities and resolve issues or concerns.

Operate a variety of office equipment including a calculator, copier, fax machine, computer and assigned software.

Maintain current knowledge of laws, codes, rules, regulations and pending legislation related to assigned accounting functions; provide recommendations concerning the modification of legislation, programs and procedures to assure compliance with local, State and federal requirements as appropriate.

Attend and participate in a variety of meetings; serve on various committees as required.

MINIMUM QUALIFICATIONS: Financial Analyst I:  Graduation from an accredited four-year college or university with a bachelor's degree in business administration, finance, economics or related field. (Supervisory or technical-level experience may substitute for the required education on a year-for-year basis.)

Financial Analyst II:  In addition, one year of experience at the level of Financial Analyst I.

LICENSES/CERTIFICATES: A valid driver's license is required at the time of application. A valid CALIFORNIA driver's license is required at the time of appointment and must be maintained throughout employment.

SELECTION PROCESS: The examination process will include a competitive examination consisting of an evaluation of job-related education and experience through one of the following methods of testing:  A) competitive application rating, based solely on application information presented OR B) oral board rating as determined by an interview panel OR C) application screening and an oral board rating OR D) any combination thereof. In either case, the evaluation will be weighted 100% in determining a candidate’s placement on the eligible list. The hiring department will be provided a list of the top nine ranks of eligible candidates and one additional rank for each vacancy. The hiring department may hire any of the candidates certified to the department.  Veterans and disabled veterans preference points will be assigned when applicable. Please note: any part of this selection process may be waived or changed as deemed appropriate by the Human Resources Department at any point during the recruitment. Eligible lists may be used to fill regular, limited term or temporary positions.
