ABOUT THE POSITION: Under general supervision, plans, creates, reviews, evaluates and monitors complex projects in a public social services setting; including, but not limited to, the investigation of discrimination complaints; representation of the County in State appeals processes concerning eligibility determinations; provides administrative support with information to set and measure department outcomes; assists in training activities; and does other related work as required.

TYPICAL TASKS
:
Typical tasks are cause determinations related to cooperation with the District Attorney’s Child Support Division, Fair Hearings; recovery of overpaid benefits; Integrated Earnings Verification System evaluations, special reviews mandated by Court orders, analysis of new or revised  regulations interviews of applicants/recipients regarding sensitive matters or those who are in stressful situations; analyze reports, fiscal and statistical data; create, organize, revise, edit and coordinate publishing of technical documentation for department and public use; develop, coordinate and conduct training; evaluate programs and recommend changes in the delivery of social services; represent the county in multi-agency and statewide committees and workgroups; conduct studies of complex agency services, policies and procedures; measure program outcome; design tools and techniques to assess needs and services; develop automation protocols; gather data and produce detail oral, written and statistical reports; represent the Department of Social Services in a quasi‑legal setting; provide administrative support; investigate, mediate and resolve complaints.

THE REQUIREMENTS
:
Knowledge of
: Policies laws, rules and regulations governing all social service programs; and related automation systems; effective communication techniques for interviewing and investigative questioning; basic knowledge of adult learning principles; complaint resolution and the principles and process of research.

Ability to
:  Communicate effectively verbally and in writing, demonstrate capable presentation skills; maintain cooperative, interest-based relations with colleagues, other departments and the community; establish facts and formulate sound conclusions; organize work efficiently; maintain complete and accurate records; and competently train and lead others.

MINIMUM QUALIFICATIONS
: Three years experience in a social service agency which has included experience in areas such as employment and training, program eligibility, child welfare services, adult and aging services, automation, staff, fiscal or administrative support.

SPECIAL SUBCLASS RECRUITMENT
:
Recruitment for the Program Review Specialist classification may be conducted according to the program in which a vacancy exists and the special requirements of the position.

LICENSES/CERTIFICATES
:
A valid driver license may be required at the time of application.  When a driver license is a condition of employment, a valid CALIFORNIA driver license is required at the time of appointment and must be maintained throughout employment.

AGENCY SHOP
:
Employees hired into the Public Services, Supervisory and Clerical bargaining units represented by SLOCEA labor contracts are covered by Agency Shop provisions which require that new employees become SLOCEA dues paying members or pay an agency shop service fee in lieu of dues.

NOTIFICATION
: Applicants will be notified 2-4 weeks after the final filing deadline. However, some recruitments may take less or more time depending on the type of exam and number of applicants. Notifications will be posted on-line on the Applicant Status Board for each phase of the recruitment process and will be sent by US mail and/or email.  Therefore, notify the Human Resources Department of any mailing or email address changes for all applications submitted.

SELECTION PROCESS
: The examination process will include a competitive examination consisting of an evaluation of job-related education and experience through one of the following methods of testing:  A) competitive application rating, based solely on application information presented OR B) oral board rating as determined by an interview panel OR C) application screening and an oral board rating OR D) any combination thereof.  In any case, the evaluation will be weighted 100% in determining a candidate’s placement on the eligible list.  Applicants are urged to submit sufficiently detailed information in their application materials for proper qualification evaluation.   The hiring department will be provided a list of the top nine ranks of eligible candidates and one additional rank for each vacancy. The hiring department may hire any of the candidates certified to the department.  Veterans and disabled veterans preference points will be assigned when applicable. Please note: any part of this selection process may be waived or changed as deemed appropriate by the Human Resources Department at any point during the recruitment. Eligible lists may be used to fill regular, limited term or temporary positions.
