ABOUT THE POSITION: Under general direction of the Director/Assistant Director of General Services, plans, organizes and directs functions and activities related to the procurement, servicing, operation, maintenance and repair of County vehicles; coordinates and directs personnel, resources and communications to meet County vehicle needs and assure smooth and efficient activities; supervises and evaluates the performance of assigned personnel; and does other related work as required.

TYPICAL TASKS:  (Not in order of importance)

Plan, organize and direct functions and activities related to the procurement, servicing, operation, maintenance and repair of County vehicles; establish and maintain priorities and time lines; assure vehicle-related functions and activities comply with established laws, codes, rules, regulations, policies and procedures.

Coordinate and direct personnel, resources and communications to meet County vehicle needs and assure smooth and efficient activities; confer with various County departments concerning vehicle needs and issues; assure proper and timely resolution of related problems and conflicts; direct garage activities to assure County vehicles are maintained in safe and proper operating condition.

Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure accuracy, completeness and compliance with established standards, requirements and procedures.

Monitor, evaluate and determine priority of vehicle maintenance, servicing and repair projects; review the work of mechanics and other maintenance personnel to assure compliance with established standards, guidelines and procedures; direct off-site maintenance, repair and recovery functions for roadside vehicle malfunctions.


Plan, organize and direct the procurement of County vehicles; prepare vehicle specifications according to County needs; research and evaluate new vehicles; coordinate the purchasing and assure optimal pricing and quality of vehicles for the County; participate in related negotiation and quotation activities; oversee the selling or disposal of used County vehicles.

Coordinate and direct the operation of the County fleet tracking and rental system including automated record-keeping and billing functions; oversee and assure proper input of related data including cost per vehicle and invoice information; assist with the processing of insurance claims involving County vehicles.

Monitor and evaluate County vehicle maintenance, servicing and repair functions to identify needs and determine financial effectiveness and operational efficiency; participate in the development and implementation of policies, procedures and programs to enhance financial effectiveness and operational efficiency of assigned functions.

Provide consultation to County personnel and others concerning vehicle maintenance, repair and procurement operations, projects and activities; respond to inquiries, resolve issues and conflicts and provide detailed and technical information regarding related laws, codes, regulations, policies, and procedures.

Assure adequate personnel, equipment and material levels to meet maintenance, servicing and repair needs; coordinate equipment, material and supply purchases as appropriate; direct related inventory functions.

Direct and participate in the preparation and maintenance of a variety of narrative and statistical reports, records and files related to vehicles, maintenance, repairs, projects, mileage, depreciation, financial activity and assigned duties.

Develop and prepare the annual preliminary budget for vehicle maintenance, repair, operation, servicing and procurement functions; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.

Monitor County fuel sites to assure compliance with environmental standards and regulations; assure proper maintenance of fuel levels at County servicing sites.

Provide technical information and assistance to the Assistant Director of General Services regarding automotive needs and issues; assist in the formulation and development of policies, procedures and programs.

Communicate with administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information.

Operate a computer and other office equipment as assigned; drive a vehicle to conduct work as assigned.

Attend and conduct a variety of meetings

MINIMUM QUALIFICATIONS
: Graduation from an accredited four-year college or university with a bachelor's degree in business administration or related field. (Job-related experience may substitute for the required education on a year-for-year basis.) In addition, three years of increasingly responsible journey-level experience in the maintenance and repair of gasoline and diesel-fueled vehicles including work with procurement functions and one year of which must be in a supervisory position.

LICENSES/CERTIFICATES:
  A valid driver's license is required at the time of application. A valid CALIFORNIA driver's license is required at the time of appointment and must be maintained throughout employment

NOTIFICATION

SELECTION PROCESS
: The examination process will include a competitive examination consisting of an evaluation of job-related education and experience through one of the following methods of testing:  A) competitive application rating, based solely on application information presented OR B) oral board rating as determined by an interview panel. In either case, the evaluation will be weighted 100% in determining a candidate’s placement on the eligible list. The hiring department will be provided a list of the top nine ranks of eligible candidates and one additional rank for each vacancy. The hiring department may hire any of the candidates certified to the department.  Veterans and disabled veterans preference points will be assigned when applicable. Please note: any part of this selection process may be waived or changed as deemed appropriate by the Human Resources Department at any point during the recruitment. Eligible lists may be used to fill regular, limited term or temporary positions.
