Social Worker II - Transfer Opportunity

Introduction

The Human Services Agency is currently considering transfer requests to fill a vacancy in the department.  Only current County employees who meet the eligibility requirements for transfer to a Social Worker II are eligible to apply.  A completed application, with the supplemental questions, must be postmarked or received online by the final filing deadline for consideration.

TYPICAL DUTIES

  • Supervises a caseload for clients requiring social services.
  • Interviews clients in their homes, in the office, or via telephone to assess their needs and problems; evaluates individual and family case information; determines appropriate types and methods of treatment; initiates long- or short-term treatment plans; makes referrals to other agencies, organizations, or divisions within the department when appropriate; works with service providers to meet client needs; and advocates on behalf of clients.
  • Researches, evaluates, develops, and carries out, in cooperation with the client, financial and basic social treatment plans; assesses and evaluates progress in case plan.
  • Makes home visits to assess housing and health conditions and family relationships; refers cases of suspected abuse and/or neglect to appropriate unit.
  • Investigates referrals and provides services to clients where their physical or emotional welfare is involved; provides services for individuals incapable of protecting themselves.
  • Coordinates service plans with supervisor, eligibility workers, service providers, and other agencies.
  • Prepares case records, reports, and correspondence, including documents for the Courts, and maintains appropriate controls; utilizes computer systems to input and retrieve information related to social service cases.
  • Interprets and communicates policies, rules, and regulations of the department to clients, service providers, and the general public within the scope of responsibility; confers with supervisor regarding caseload problems.
  • Attends court proceedings and testifies in court.
  • Arranges for guardianship or conservatorship of clients.
  • Recruits and evaluates foster homes, boarding homes, and daycare facilities and recommends for licensing.
  • MINIMUM QUALIFICATIONS

    EITHER PATTERN I

    Experience:   One (1) year in the classification of Social Worker I in San Joaquin County.

     

    OR PATTERN II

    Education:  Graduation from an accredited four-year college or university, preferably with a major in social work, sociology, psychology, counseling or a closely related field. 

    Experience:  One (1) year of paid post bachelor’s full time social casework experience at a level comparable to Social Worker I in San Joaquin County. 

    AND

    License:   Possession of a valid California driver’s license.

     

    Special Requirement:  Incumbents assigned to the Linkages program must possess a bachelor’s degree in social work or a related field.

    KNOWLEDGE

    Principles and techniques of interviewing and recording in social service work; functions of public social service agencies; the laws, rules, regulations, and the various social and economic conditions affecting the work of public social services agencies; community resources available to clients; current problems and methods of approach in the field of public social service; basic principles of individual and group behavior; principles of problem-solving methodology; personal computer systems; and principles of report writing.

    ABILITY

    Demonstrate skill in casework methods and practices; demonstrate skill in the use of community resources; interpret to the applicant, client, or others the public social service program as set forth in laws, rules and regulations; speak and write effectively; operate a personal computer and other office equipment; organize and maintain work detail; write clear and concise reports; analyze and evaluate situations; establish rapport with clients on an individual basis; make independent decisions; utilize supervision in achieving agency goals; establish and maintain effective working relationships with others; perform job duties under stressful conditions; and maintain confidential information in accordance with legal standards and/or county regulations.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent operation of computers; repetitive motion; sitting for extended periods; walking; frequent driving may be required; Lifting-Ability to frequently lift 5 pounds or less; occasionally 5 to 60 pounds; Vision-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Dexterity-Normal dexterity with frequent writing and repetitive motions; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Emotional/Psychological-Constant public contact; decision making and concentration; frequently working alone; exposure to trauma, grief and death; occasional exposure to noise; emergency situations; Special Requirements-Some assignments may require occasional weekends/nights, overtime, and travel.

    BENEFITS

    Health Insurance:  San Joaquin County provides employees with a choice of three health plans:  a Kaiser Plan, a Select Plan, and a Premier Plan.  Employees pay a portion of the cost of the premium. Dependent coverage is also available. 

    Dental Insurance:  The County provides employees with a choice of two dental plans:  Delta Dental and Pacific Union Dental.  There is no cost for employee only coverage in either plan; dependent coverage is available at the employee’s expense.

    Vision Insurance:  The County provides vision coverage through Vision Service Plan (VSP).  There is no cost for employee only coverage; dependent coverage is available at the employee’s expense.

    Life Insurance:  The County provides eligible employees with life insurance coverage as follows: 

     1 but less than 3 years of continuous service:                   $1,000
     3 but less than 5 years of continuous service:                   $3,000
     5 but less than 10 years of continuous service:                 $5,000
    10 years of continuous service or more:                           $10,000
     

    Employee may purchase additional term life insurance at the group rate.

    125 Flexible Benefits Plan:  This is a voluntary program that allows employees to use pre-tax dollars to pay for health-related expenses that are not paid by a medical, dental or vision plan (Health Flexible Spending Account $2080 annual limit); and dependent care costs (Dependent Care Assistance Plan $5000 annual limit).

    Retirement Plan:  Employees of the County are covered by the County Retirement Law of 1937.  Please visit the San Joaquin County Employees’ Retirement Association (SJCERA) at www.sjcera.org for more information.  NOTE:  If you are receiving a retirement allowance from another California county covered by the County Employees’ Retirement Act of 1937 or from any governmental agency covered by the California Public Employees’ Retirement System (PERS), you are advised to contact the Retirement Officer of the Retirement Plan from which you retired to determine what effect employment in San Joaquin County would have on your retirement allowance.

    Deferred Compensation:  The county maintains a deferred compensation plan under Section 457 of the IRS code. You may annually contribute $17,500 or 100% of your includible compensation, whichever is less. Individuals age 50 or older may contribute to their plan, up to $23,000.

    Vacation:  Maximum earned vacation is 10 days each year up to 3 years; 15 days after 3 years; 20 days after 10 years; and 23 days after 20 years.

    Holiday:  For current Civil Service employees:  14 paid holidays per year.  For new employees:  10 paid holidays per year.

    Sick Leave:  12 working days of sick leave annually with unlimited accumulation.  Sick leave incentive:  An employee is eligible to receive eight hours administrative leave if the leave balance equals at least one- half of the cumulative amount that the employee is eligible to accrue.  The employee must also be on payroll during the entire calendar year.

    Bereavement Leave3 days of paid leave for the death of an immediate family member, 2 additional days of accrued leave for death of employee’s spouse, domestic partner, parent or child.

    Merit Salary Increase:  New employees will receive the starting salary, which is the first step of the salary range.  After employees serve 52 weeks (2080 hours) on each step of the range, they are eligible for a merit increase to the next step.

    Job Sharing:  Employees may agree to job-share a position, subject to approval by a Department Head and the Director of Human Resources.

    Educational Reimbursement Program:  Eligible employees may be reimbursed for career-related course work up to a maximum of $850 per fiscal year.  Eligible employees enrolled in an approved four (4) year College or University academic program may be reimbursed up to $800 per semester for a maximum of $1600 per fiscal year.

    Parking Supplemental Downtown Stockton:  The County contributes up to $17 per pay period for employees who pay for parking and are assigned to work in the Downtown Core Area.

    School Activities:  Employees may take up to 40 hours per year, but not more than eight (8) hours per month, to participate in their children’s school activities.

    Selection Procedures

    CIVIL SERVICE RULE 11. TRANSFER

    Section 2. Eligibility to Transfer for Interdepartment Transfer

    To be eligible for transfer to a class at the same salary range, the employee must meet the following standards:

    a. Meet the minimum qualifications of the class.

    b. Meet one of the following requirements for permanent status:

    1) hold permanent Civil Service Status in the present class,

    2) have 12 months' continuous probationary service in San Joaquin County, or

    3) have held permanent Civil Service status during current term of service with San Joaquin County,

    4) be laid off from a civil service classification with less than 12 continuous and Consecutive months in classified service

    c. Have a rating of satisfactory or better on the last performance evaluation. Names of employees approved for such transfer shall be maintained, without rank, in a transfer request file

    CIVIL SERVICE RULE 10 PROMOTION OR DEMOTION

    Section 6. Voluntary Demotion

    An employee may, at any time, demote to any position throughout the County which has a lower salary range, provided the employee meets the minimum qualifications of the class, requests the demotion, and the action is approved by the Director and the Appointing Authority of the department to which the demotion is made. Demotions which are not voluntary must be completed in accordance with Rule 18 or with Section 5 of this Rule.
