Introduction

This examination is being given to fill one part-time vacancy in the Office of Emergency Services Division of the General Services Department.

TYPICAL DUTIES

  • Participates in incident planning meetings and be able to determine unit tasks from provided objectives.
  • Manage individuals to include assignment of specific duties and proper supervision and oversight of activities.
  • Implement accountability, safety and security measures for personnel and resources as well as endure that unit records and logs are maintained.
  • Act as a supervisor with the guidance from the Section Chief.
  • MINIMUM QUALIFICATIONS

    Certificate:  Completion of the ICS 200 course.  

    AND

    EITHER I

    Experience:  Documented performances as an ICS Unit Leader in one actual incident or two drills/exercised where the full range of Unit Leader duties were performed.  

    OR II

    Experience:  Qualified under the California Incident Command Certification Systems training program as a unit leader of one specific function.

    KNOWLEDGE

    Basic principles of emergency planning; principles and practices of government operations, including organizational planning and analysis; disaster response procedures and report writing; principles of effective oral and written communication.

    ABILITY

    Apply principles, methods and techniques of public administration; train others; interpret laws and regulations; work accurately and effectively under pressure; express oneself clearly and concisely, both orally and in writing; prepare comprehensive reports; establish and maintain effective working relationships with others; work with computers.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent operation of keyboards, sitting for extended periods, standing and walking; occasional driving may be required; Lifting-Frequently 5 pounds or less; Vision-Sufficient overall vision necessary for frequent reading and close-up work; Dexterity-Dexterity sufficient for frequent writing and repetitive motion; Hearing/Talking-Sufficient for frequent hearing/talking on the telephone and in person; Emotional/Psychological-Frequent public contact, concentration and decision making; occasional exposure to grief; Special Conditions-May require occasional overtime, weekend or evening work.

    Selection Procedures

    Applicants for part-time and temporary recruitments who meet the minimum qualifications are either referred to the hiring department for further selection or they may be required to take a written examination.  If a written examination is given, the top candidates may be referred to the hiring department for further selection.

    Testing Accommodation:  Candidates who require testing accommodation under the Americans with Disabilities Act (ADA) must call Human Resources Division at (209) 468-3370 prior to the examination date. 

    Physical Exam:  Some classifications require physical examinations.  Final appointment cannot be made until the eligible has passed the physical examination.  The County pays for physical examinations administered in its medical facilities.

    Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grandparent, grandchild or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when:

    • They are related to the Appointing Authority, or

    • The employment would result in one of them supervising the work of the other

    Department Heads may establish additional limitations on the hiring of relatives by departmental rule.

    Proof of Eligibility:  If you are offered a job, you will be required to provide proof of U.S. citizenship or other documents that establish your eligibility to be employed in the U.S.
