Senior Collections Clerk

Introduction

This part-time/temporary recruitment is being given to fill one vacancy in the Treasurer-Tax Collector's Office and to establish a referral list to fill future vacancies.

TYPICAL DUTIES

  • Interviews clients and conducts in-depth financial resource investigations to obtain information regarding clients' ability to pay debt; utilizes computer terminal to obtain and maintain client debt information.
  • Establishes extended pay agreements with clients based on clients' ability to pay debts; conducts investigations to collect uncollected hospital debts; investigates and refers clients to potential sources for financial assistance; may request "orders to examine."
  • Obtains grants of lien on property of clients and promissory notes; provides necessary information to file legal action when accounts cannot be collected; may represent the County in small claims court.
  • Verifies information obtained from clients by identifying, locating and contacting clients' employer, creditors, insurance carriers, credit agencies and others with knowledge of clients' status; may recommend attachment of wages or interception of tax refunds.
  • Prepares monthly reports on collection efforts and effectiveness; maintains schedule for follow-up actions; maintains files, records, and prepares correspondence.
  • May use standard skip tracing methods to ascertain location of persons with unpaid debts to the County.
  • May train or supervise the work of Collections Clerks; attends staff meetings.
  • MINIMUM QUALIFICATIONS

    Experience:  Two years of clerical work with primary responsibility for contacting debtors to obtain payments of delinquent accounts, including one year experience at a level comparable to Collections Clerk II in the San Joaquin County.

    KNOWLEDGE

    Basic procedures used in the collection of accounts; regulations regarding collection procedures, fundamental aspects of human behavior; principles of interviewing; public relations techniques; standard office procedures and practices; basic mathematics.

    ABILITY

    Follow oral and written directions; read, understand and apply regulations and other job related materials; maintain records; deal tactfully with public in stressful situations; interview; gather, record and evaluate information; establish effective working relationships.

    Selection Procedures

    Applicants for part-time and temporary recruitments who meet the minimum qualifications are either referred to the hiring department for further selection or they may be required to take a written examination.  If a written examination is given, the top candidates may be referred to the hiring department for further selection.

    Physical Exam:  Some classifications require physical examinations.  Final appointment cannot be made until the eligible has passed the physical examination.  The County pays for physical examinations administered in its medical facilities.

    Employment of Relatives: Applicants who are relatives of employees in a department within the 3rd degree of relationship, (parent, child, grandparent, grandchild or sibling) either by blood or marriage, may not be appointed, promoted, transferred into or within the department when:

    • They are related to the Appointing Authority, or

    • The employment would result in one of them supervising the work of the other

    Department Heads may establish additional limitations on the hiring of relatives by departmental rule.
