DEFINITION

Under general supervision, performs routine clerical and other support duties for various employment programs within the Economic and Employment Development Department (EEDD); and does related or other work as required.

CLASS CHARACTERISTICS

This is a part-time/temporary class.  Incumbents in this class perform a variety of clerical and other tasks in support of EEDD programs and services.  Assignments typically emphasize either program intake/eligibility or outreach/placement.  However, with appropriate cross training, positions may be utilized in both areas if needed.  Incumbents initially work under close supervision, but as they become familiar with job assignments, they are expected to work more independently and apply a greater degree of critical thinking to their job assignments.

TYPICAL DUTIES

When Assigned to Intake/Eligibility:
  • Assists program applicants in completing program application forms; reviews applications for completeness and accuracy assists in reviewing certification packets for completion; assists with the administration of testing activities.
  • Explains routine program eligibility criteria to applicants, in person or over the phone, and applies eligibility criteria to determine applicant eligibility; may conduct phone eligibility screenings; refers unusual or difficult eligibility issues to higher-level staff.
  • Requests, gathers, and compiles information and documentation as needed from program applicants, staff, or other agencies; assigns codes to applicant files based on established procedures.
When Assigned to Outreach/Placement:
  • Assists with conducting routine program outreach activities; may help prepare outreach materials; assists in promoting services and programs at job fairs and various community events; explains program activities and requirements to interested parties.
  • Conducts routine applicant interviews to help determine possible job placements based on their needs, areas of service interest, talents, and skills; assists in screening applicants by phone or in person; assists in pre-screening resumes.
  • Assists in reviewing job orders and preparing job descriptions; assists in contacting employers to verify minimum qualifications and skills desired; arranges for applicant interviews with prospective employers.
  • Assists in orienting program applicants; assists in monitoring placements for proper employer-employee conduct; receives and properly responds to worksite complaints or issues; refers clients to other services, such as counseling or training, as appropriate.
For All Assignments:
  • Provides routine customer assistance in the WorkNet Center; helps customers navigate through online applications and search engines.
  • Answers and makes phone calls; maintains logs and routine records and files.
  • Performs routine office-related procedures and operates standard office equipment.
  • May enter and maintain data in established logs, spreadsheets, databases, or other documents; may prepare routine correspondence and complete forms.
  • May perform routine calculations using basic arithmetic, including fractions and percentages.
  • Assists case management workers by performing other related duties as assigned.

MINIMUM QUALIFICATIONS

Experience:  Six months performing routine clerical or general office support duties, preferably for a social service employment program or agency.

Substitution:  Completion of 15 semester units at an accredited college or university may be substituted for the above-required experience.

License:  Possession of a valid California driver’s license.

KNOWLEDGE

Basic principles of employment-related social service programs; standard office practices and procedures; basic interviewing and public relations techniques; basic principles of proper workplace conduct; basic recordkeeping and reporting methods; basic English language mechanics; standard arithmetic.

Read, write, speak, and understand English at a level sufficient to read job-related materials and communicate information to clients; make presentations to individuals and groups; gather, organize, input and maintain information; understand and follow oral and written instructions; understand and apply job-related regulations, policies, procedures, and other requirements; conduct employment-related interviews; evaluate the program eligibility and employability of clients based on established criteria; establish and maintain effective working relationships with individuals from a wide variety of backgrounds; communicate effectively, both orally and in writing.

PHYSICAL/MENTAL REQUIREMENTS

Mobility—frequent operation of a data entry device; repetitive motion; sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting; climbing stairs; occasional driving; Lifting—frequently 5 pounds or less; occasionally 5 to 30 pounds; Visual—constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking—frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological—occasional decision making and public contact; Special Requirements--some assignments may require working weekends, nights, and/or occasional overtime; Environmental—occasional exposure to varied weather conditions.
