DEFINITION

This is a temporary class in the Employment and Economic Development Department (EEDD). Under general supervision, incumbents perform a broad scope of technical and responsible program eligibility, placement and casework activities for the Summer Youth Employment and Training Program; and do related or other work as required.

CLASS CHARACTERISTICS

An employee in this class performs outreach, certification, and placement activities; does work site reviews; and maintains a caseload of youth program participants. Incumbents may also facilitate group orientations and worksite monitoring. This class differs from Summer Youth Program Assistant I in that incumbents of that class perform basic technical duties under the close supervision of more experienced staff. This class differs from Summer Youth Program Assistant III in that incumbents of that class utilize additional program experience to exercise greater independent judgment, work on special projects and make limited referrals for services outside of the summer youth work experience program.

TYPICAL DUTIES

  • Performs program outreach and certification of youth at local schools.
  • Establishes contact with worksite supervisors for worksite reviews and briefs them on their roles and responsibilities in the program.
  • Conducts interviews of applicants to determine job placement at appropriate job sites based on their needs, area of service interests, talents and skills; arranges for youth interviews with prospective site supervisors.
  • Provides technical assistance to staff in interpreting basic eligibility rules, processing applications, and maintaining case files for program participants.
  • Conducts youth and worksite supervisor orientations and monitors worksites for proper employee-employer conduct; resolves workplace conduct issues by providing or making referrals to counseling; performs basic occupational safety standards inspections according to established procedures.
  • Monitors a caseload of program participants by continuously completing, updating and maintaining records of applicants, employers and job placement information.

MINIMUM QUALIFICATIONS

Experience:  Three months (or one program season) of experience performing technical eligibility and case management work at a level comparable to that of a Summer Youth Program Assistant I.

License:  Possession of a valid California driver’s license.

KNOWLEDGE

Basic principles and methods of youth employment preparation and training, including employment-related interviewing; summer youth work experience program eligibility rules; San Joaquin County service areas and employers; occupational groupings; basic principles of proper workplace conduct; basic record keeping and reporting methods; principles and practices of public relations; general office procedures.

ABILITY

Conduct employment-related interviewing; learn to assess overall employability and develop employability plans; make group presentations and conduct training; present information to individuals and groups; learn and identify basic occupational safety hazards; communicate effectively, both verbally and in writing; follow oral and written directions; establish and maintain effective working relationships with diverse groups of individuals.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of keyboards; sitting for extended periods; frequent movement; frequent driving; Lifting-Frequently 5 pounds or less; Vision-Corrected vision; frequent reading and close-up work; normal hand-eye coordination; Dexterity-Normal dexterity with frequent writing and repetitive motion and ability to operate a computer keyboard; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Emotional/Psychological-Occasional exposure to grief; frequent public contact and decision making; frequent concentration required; Special Conditions-May require occasional overtime, weekend or evening work.
