Hazardous Material Specialist Supervisor (#RP6013)
DEFINITIONUnder general direction supervises Hazardous Materials Specialists and other department personnel; performs hazardous material inspections, and provides other technical assistance; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service. CLASS CHARACTERISTICSThis classification is the supervisory level class in the Hazardous Materials Specialist series. An employee in this class is distinguished by responsibilities over lower level employees by providing supervision and training in the most complex hazardous material procedures. TYPICAL DUTIESSupervises, trains, and evaluates Hazardous Materials Specialists and other employees in conducting hazardous material inspection, enforcement and response and other duties as required in accordance with Chapter 6.95 of the Health and Safety Code within San Joaquin County.
Inspects businesses for compliance with state hazardous material laws; verifies presence of on-site business plan, site map, spill and safety equipment, accurate chemical inventory and proper storage of chemicals.
Reviews hazardous material business plans and risk management plans for completeness, accuracy and content; provides technical assistance to businesses in preparing chemical inventories and developing spill, release and evacuation procedures.
Provides incident response training to first-responders and County Office of Emergency Services staff in identification and handling of hazardous material and use of protective clothing and equipment; provides safety training to businesses.
Responds to hazardous material incidents; uses protective hazardous material equipment; samples and identifies unknown substances; recommends or provides remediation; equips County hazardous material response vehicle; cleans and maintains equipment and supplies in working order; oversees the proper handling of hazardous material for disposal.
Determines fees charged to businesses according to types and quantities of hazardous material stored; adjusts fees in response to changes in chemical inventory.
Reviews incident reports, correspondence; maintains equipment inventory and maintenance records prepared by Hazardous Materials Specialists.
Assesses workloads and establishes priorities; schedules, assigns and reviews the work of lower level department employees; assures timely completion of the work.
MINIMUM QUALIFICATIONSEducation: Completion of sixty semester units or equivalent quarter hours in an accredited college or university with major coursework in chemistry or a physical, biological or fire science, or a closely related field. KNOWLEDGEPrinciples and techniques of supervision and training; State and Federal laws, rules, and regulations pertaining to hazardous material; methods, techniques and practices used in the determination and elimination of hazardous waste material; use of protective clothing and respiratory equipment; methods of transporting and disposing of hazardous waste material and toxic substances; proper hazardous material emergency response techniques; principles of effective oral and written communication. ABILITYTrain and supervise others; schedule and assign work; distinguish between hazardous and non-hazardous substances; investigate, evaluate findings and prepare recommendations for elimination and control of hazardous material; interpret laws and regulations; conduct risk assessments; work accurately and effectively under pressure; meet physical requirements; write clear, concise reports; deal effectively with members of the business community, other public agencies and the general public.
