Hazardous Material Specialist I (#RP6011)

Under general supervision performs hazardous material inspections, and provides other technical assistance; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service.

This classification is the entry level class in the Hazardous Materials Specialist series. An employee in this class is responsible for learning the proper methods of hazardous material response. As experience and training are gained, an incumbent may assist in emergency hazardous material response.

• Assists in inspecting businesses for compliance with state hazardous material laws; verifying presence of on-site business plan, site map, spill and safety equipment, accurate chemical inventory and proper storage of chemicals.
• Assists in reviewing hazardous material business plans for completeness, accuracy and content; providing technical assistance to businesses in preparing chemical inventories and developing spill, release and evacuation procedures.
• Assists in determining fees charged to businesses according to types and quantities of hazardous material stored; adjusts fees in response to changes in chemical inventory.
• Prepares incident reports, correspondence; maintains equipment inventory and maintenance records.
• Prepares a variety of reports and correspondence.
• May participate in hazardous material emergency response in accordance with level of training.

Education: Completion of sixty semester units or equivalent quarter hours in an accredited college or university with major coursework in chemistry or a physical, biological or fire science, or a closely related field.

Experience: One year of experience in emergency response or the regulation of hazardous material, including responsibility for hazardous material evaluation and recovery.

License: Possession of a valid California driver's license.

State and Federal laws, rules, and regulations pertaining to hazardous material; methods, techniques and practices used in the determination and elimination of hazardous waste material; principles of effective oral and written communication.

Investigate, evaluate findings and prepare recommendations for elimination and control of hazardous material; meet physical requirements; write clear, concise reports; deal effectively with members of the business community, other public agencies and the general public; learn and apply proper hazardous material emergency response techniques.
