DEFINITION

Under general supervision, manages the activities and staff in the Sheriff's Custody Division, performs responsible supervisory correctional work or functions in a special technical assignment area; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the second supervisory level class in the Correctional Officer series. Incumbents of this class have management responsibility for the effective functioning of a major Custody Division subdivision or manage an administrative function in the field of corrections.

TYPICAL DUTIES

  • Provides substantive leadership for all subordinate sworn and non-sworn personnel assigned to Custody Division; plans, assigns, supervises, and reviews the work of subordinate sworn and non-sworn personnel assigned to custody; administers a variety of corrections programs and functions; maintains proper staffing levels in compliance with departmental policies; evaluates work performance and behavior in accordance with the Custody Division mission statement, department and divisional policy, Title 5 Minimum Jail Standards, and all federal and California laws.
  • Develops, interprets, and communicates special orders or instructions related to Corrections; insures that department goals and responsibilities are met; handles specialized and complex tasks related to facility operations.
  • Manages facility operations to insure the safety and security of citizens, staff and inmates; insures discipline of inmates complies with applicable laws and regulations; reviews complaints from staff and inmates and takes appropriate action; oversees the investigation of inmate grievances and reports of crimes; reviews and evaluates jail incident reports and insures appropriate follow up and continuation actions.
  • Coordinates and oversees all programs, services, and contracts within assigned facility or function; insures contract compliance with other agencies and venders.
  • Participates in the development and implementation of department and division policies and procedures; reviews and updates policies and procedures for the operation of assigned facility or function; participates in the development and monitoring of subdivision budget and management of allocated funds.
  • Performs administrative research and analysis for special projects; may manage a technical area such as inmate classification, inmate discipline, and staff training.
  • Participates in planning, developing, and implementing departmental in-service training programs.
  • Prepares a variety of correspondence and reports; reviews and edits subordinates' reports.

MINIMUM QUALIFICATIONS

Experience: Two (2) years continuous assignment working in the classification of Correctional Sergeant or Deputy Sheriff Sergeant assigned to the custody division in San Joaquin County. Both of these qualifying years must have been within the last four years.

Substitution: Experience working in the classification of Correctional Sergeant or Deputy Sheriff Sergeant in an STC participating local detention facility may be substituted for up to one (1) year of the above required experience.

License and Certificates: Possession of a valid California Driver’s license, STC Correctional Officer Core Course certificate, and certificate of completion of 832 P.C. (laws of arrest).

KNOWLEDGE

Basic principles and practices of management and jail administration; The Custody Division Mission Statement of the San Joaquin County Sheriff's Office, principles and practices of supervision and training; contemporary correctional practices, procedures, and resources; laws and ordinances of the County and State relating to Sheriff responsibility; Sheriff-Coroner department responsibilities, policies, and functions; California Code of Regulations, Title 15 and Title 24 Jail Standards, Standards and Training for Corrections (STC) requirements, basic budgeting principles; principles and methods of interviewing and interrogation; methods of personal identification used in law enforcement; basic elements of human behavior; the behavior of persons under restraint; rights and privileges of prisoners; search, security, and key control procedures for custody of prisoners; public relations principles and practices; report writing techniques; language usage and mechanics; court procedures.

Mobility-Frequent operation of keyboard, sitting for long periods, standing for long periods; occasional walking, pushing/pulling, bending/squatting, driving, climbing ladders, running, and climbing stairs; Lifting-Frequently lifts 5 lbs. or less; occasionally lifts 5 to 70+ lbs., occasionally restrains, lifts/turns heavy objects or people; Visual-Constant overall vision and reading up close required; frequent color perception, eye-hand coordination, depth perception, peripheral field of vision; Dexterity-Occasional holding, reaching, grasping, repetitive motion, writing; Hearing/Talking-Frequent hearing normal speech, hearing on telephone/radio, talking in person and on telephone, occasional talking over a public address, hearing faint sounds; Emotional/Psychological-Constant decision making and concentration, frequent emergency situations, working alone, working weekends/nights, overtime/travel, exposure to trauma, grief, death, occasional public contact, heights, hazardous materials; Environmental-Occasional noise, dirt, dust, smoke, fumes, poor ventilation, cold, heat, hazardous materials.
