DEFINITION

Under direction, coordinates various components of the Neighborhood Revitalization and Abatement Program for the San Joaquin County Sheriff's Department; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is a single-position, non-sworn class in the Sheriff's Department. The incumbent is responsible for the coordination and day-to-day operations of the Sheriff's Neighborhood Revitalization and Abatement Program. The incumbent has significant authority and discretion over functional procedures and operational strategies. Direction is received from the Area Commander/Lieutenant who has administrative responsibility for overall planning and development of the program.

TYPICAL DUTIES

  • Functions as the operational coordinator of the Sheriff's Neighborhood Revitalization and Abatement Program; coordinates County drug and nuisance abatement efforts between the Sheriff's Department, community organizations, other public agencies, and individual citizens.
  • Maintains liaison with other divisions and/or units within the department in order to support Sheriff's operations in San Joaquin County; develops positive relationships with a variety of public and private agencies, as well as individuals, in order to develop and facilitate Program objectives; may identify areas of need for new Program development; as requested, develops and presents proposals and strategies for such new Program development.
  • Coordinates the cooperative activities of the Safe Neighborhood Multi-agency Task Force; serves as the Sheriff's liaison to this task force; serves on the Safe Neighborhood Executive Committee.
  • Coordinates negotiations with property owners concerning abatement problems and actions; makes recommendations to property owners to resolve abatement problems and comply with laws; may write citations and authorize demolitions; recovers costs for abatement actions from appropriate parties.
  • Recommends cases for litigation; coordinates Sheriff's Department documentation and testimony for court cases; may testify in court.
  • Coordinates the training and assignment of community volunteers for the Program; coordinates and supervises volunteer performance and insures compliance with Program rules and regulations; resolves personnel problems using established procedures.
  • Develops, recommends and implements Program policies and procedures; monitors Program effectiveness by gathering, compiling, and organizing Program statistics and records; regularly updates Sheriff's administration through presentations and status reports.

MINIMUM QUALIFICATIONS

License:  Possession of a valid California driver’s license.

 

Education:  Completion of 30 semester units from an accredited college or university including at least 12 units in a social or behavioral science.  


EITHER I

Experience:  Five years of progressively responsible management or analytical experience in a public or private organization which required substantial public contact and utilized advanced public relations and/or marketing skills.  At least one year must have been a supervisory level.  


OR II

Experience:  Five years progressively responsible code or law enforcement experience in a public agency, which included the enforcement of zoning, housing, health and/or abandoned vehicle laws.  At least one year must have been at a supervisory level.

KNOWLEDGE

Principles and practices of public relations; principles and practices of group dynamics and interpersonal communication; principles and practices of supervision; basic principles of business organization and management; methods of program development and implementation; basic practices and functions of law enforcement agencies.

ABILITY

Establish and maintain effective working relationships with a variety of people and/or organizations; work independently as well as with committees and task groups; read and interpret complex legal codes and regulations; manage, direct and supervise the work of subordinates; plan, organize and implement projects; monitor and evaluate procedural effectiveness and efficiency; gather and analyze data; prepare and present reports and proposals; communicate effectively, orally and in writing.

Mobility-Walking and driving required; Visual Requirements-Overall good vision required; requires reading and close-up work; Hearing and Talking-Requires ability to hear normal speech, talk in person and on the telephone; Emotional/Psychological Factors-Requires public contact and decision making.
