DEFINITION

Under general supervision, performs technical duties related to the painting of automobiles as part of the Jail Industries Auto Body Shop Program; provides technical training to inmates in the Program and oversees and directs inmates in doing auto painting and related work; performs administrative support tasks in support of the goals and objectives of the Program; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An employee in this class has substantial experience in the auto painting trade and utilizes specialized knowledge, skills and abilities to teach and perform work related to auto body painting including the preparation, painting and detailing of vehicles. An incumbent oversees and provides technical training to inmates and others as part of the Jail Industries Auto Body Shop Program and may supervise subordinate workers.

TYPICAL DUTIES

  • Provides technical training to inmates participating in the Jail Industries Auto Body Shop Program related to estimating, prepping, body repair, detailing and painting of vehicles.
  • Oversees and directs inmate participants in the performance of auto painting and related work; plans, schedules and coordinates the work of inmate crews to accomplish Program goals; plans, schedules and coordinates the work to accomplish department goals; assures a safe and secure work environment for inmate workers and trainees; evaluates and/or tests inmate worker progress in the Program and provides appropriate feedback for management; may assist in selecting inmate participants for the program.
  • Oversees the operations of the paint booth and related equipment and materials; assures that equipment is in good working order and that it meets safety and environmental standards; recommends purchase of new equipment as needed; works with vendors and suppliers to obtain or maintain appropriate technical certifications as required.
  • Orders supplies and maintains inventory as assigned; maintains appropriate materiel records including those required to comply with hazardous waste disposal and other environmental laws/regulations.
  • Assists with various administrative aspects of the Program as assigned to assure maximum revenue production and Program success; utilizes computer and other office automation equipment to perform estimating, project tracking, billing, accounting, reporting and other duties; serves as a customer liaison to the County Motor Pool and other user agencies and resolves customer complaints as assigned; assists with job placement for qualified inmate Program graduates.
  • May supervise non-inmate staff as assigned.
  • MINIMUM QUALIFICATIONS

    Experience: Four years performing a full range of auto body painting duties that included estimating, prepping, detailing, and painting of vehicles.

    Certificate: Certification by the Inter-Industry Conference on Auto Collision Repair (I-CAR).

    License: Possession of a valid driver's license equivalent to or higher than "Class C" in California.

    KNOWLEDGE

    Techniques and practices of auto body repair including painting, estimating, prepping and detailing; basic principles of supervision and training; basic principles of human behavior; safety issues and practices relevant to the auto body repair trade; customer service practices related to the auto body repair industry; general record keeping and inventory systems; basic arithmetic, statistics and bookkeeping; general business practices and marketing techniques common to the auto body industry; specialized equipment and technology applicable to the auto body painting trade.

    ABILITY

    Provide training and instruction to inmates on auto body painting and related auto body repair work; plan, schedule, and direct the work of inmates and/or others doing auto body painting and related work; estimate auto body painting costs; assist in marketing auto body repair products/services; facilitate job placement of qualified inmate Program graduates; communicate effectively orally and in writing; establish and maintain effective working relationships with others; maintain a variety of business records; prepare narrative and statistical reports; utilize office technology, including computers, as needed for Program activities.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent standing for long periods of time, walking, bending, squatting, pushing, pulling, crawling, operating heavy equipment; occasional driving; Lifting-Ability to occasionally lift between 30 to 70 pounds; Vision-Constant overall vision, color/depth and eye hand coordination and peripheral vision; frequent reading and close-up work; Dexterity-Frequent complex and intricate manipulation of machines and tools, writing, reaching, holding and grasping; Hearing/Talking-Constant hearing in loud noisy industrial environment requiring loud speech; frequent talking in person, talking on the telephone/radio; Emotional/Special Conditions-Constant decision making; frequent public contact and concentration; may occasionally require evening, weekend and/or overtime work; Environmental Conditions-Exposure to constant noise; frequent exposure to dirt, dust, smoke, fumes, poor ventilation, cold and heat; frequent working with hazardous materials.
