DEFINITION

Under immediate supervision, performs routine facility operations, maintenance and security activities at the Stockton Metropolitan Airport; renders general assistance and service to airport users; learns to assist with emergency response; and does other or related work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the first-level class in the Airport Operations Specialist series. An incumbent in this class learns to assume responsibility for routine day-to-day facility operations, maintenance and security at the Stockton Metropolitan Airport facility. As experience is gained, incumbents perform the full range of duties, including emergency response, with a greater degree of independent judgment.

TYPICAL DUTIES

  • Learns to inspect airport facilities, grounds and equipment to ensure safe operations, including airfield pavement, lighting and marking, aircraft parking, and fencing; assists in implementing and monitoring the Wildlife Hazard Management Plan; assists with coordinating maintenance and repairs with maintenance and other staff.
  • Assists in monitoring closed circuit and alarm systems; reports problems immediately.
  • Learns to patrol airport facilities to ensure compliance with federal aviation regulations, airport policies and ordinances, uniform fire codes, and other related requirements; learns to observe runway conditions and issue Notices to Airmen (NOTAMS) to advise airlines and others of conditions; learns to observe and report improper, illegal, or hazardous activities or conditions to proper authorities.
  • Learns to coordinate emergency response with other response agencies and to make appropriate notifications.
  • Greets and assists airport users and the general public; may transport the public on airport grounds; may conduct tours of Airport facilities as directed; promotes good public relations.
  • Prepares correspondence, reports and other documentation.
  • Learns to maintain the Airport Access Control System (Badging System), including auditing files and access media for correct information and updating and renewing access media as necessary. 

MINIMUM QUALIFICATIONS

EITHER PATTERN I

Education:  Completion of 30 semester (or equivalent quarter) units from an accredited college or university, including at least 15 units in airport operations, airport security, aviation technology, business administration, public administration, or a closely-related field.

 

OR PATTERN II

Experience:   One year of operations, security, or maintenance experience at a Federal Code of Regulations, Part 139 commercial airport, or for a scheduled airline, that required some knowledge of, and compliance with, federal aviation regulations.  

 

AND FOR BOTH PATTERNS 

Special Requirement:  Upon offer of employment, must pass all background requirements as stated in the Federal Code of Regulations Title 49, Parts 1540, 1542 and 1544.

 

License:  Possession of a valid California driver’s license.

KNOWLEDGE

Basic principles of business administration and airport operations; general office practices and procedures; personal computer systems and general office computer software; basic first aid; basic techniques and methods of customer service and public relations.

Understand, interpret and apply laws, regulations, and ordinances related to airports; utilize standard office procedures and office equipment; read, understand and apply detailed instructions and other job-related materials; establish and maintain good working relationships with co-workers, the public, and others; communicate effectively, both orally and in writing; exercise good judgment; respond in a calm and professional manner under stressful or emergency situations; operate radios and act on information.

PHYSICAL/MENTAL REQUIREMENTS

Mobility – operation of a data entry device; repetitive motion; sitting, standing, walking for extended periods of time; driving; occasional running, pushing, pulling, bending, squatting, climbing, crawling; Lifting – frequently 5 to 30 lbs; occasional lifting/turning of heavy objects or people;  Visual – constant good overall vision, reading/close-up work; color perception and use eye/hand coordination; frequent use of depth perception and field/peripheral vision; Dexterity –  frequent reaching; grasping; repetitive motion; writing; Hearing/Talking – frequent hearing of normal speech, hearing/talking on the telephone/radio, talking in person; ability to hear faint sounds; Emotional/Psychological – constant decision making, concentration, and public contact; public speaking; dealing with emergency situations; frequent working alone; occasional exposure to trauma, grief, and death, hazardous materials; Special Requirements may require working weekends and nights;  Environmental  –  frequent exposure to noise and varied weather conditions.
