Radio Communications Clerk (#RO5300)



DEFINITION

Under general supervision, receives and dispatches messages over a radio communications system; does typing and clerical work; and does related work as required.

CLASS CHARACTERISTICS

This is the single position class assigned to the Maintenance Division of the Public Works Department.  An employee in this class is responsible for receiving and transmitting radio messages, keeping abreast of locations of mobile units, maintaining records of incoming and outgoing radio messages; and clerical duties involving typing and filing.  Work is performed with considerable independence and supervision is received from the Maintenance Superintendent.

TYPICAL DUTIES

  • Receives and transmits messages for a network of two-way radios in vehicles and radio-telephones in offices of various County departments; relays reported fires to proper authorities; assists law enforcement agencies in reporting information that has been radioed in concerning stolen or abandoned vehicles, automobile accidents and the need for an ambulance; clears air and identifies network after each transmission.
  • Dispatches men and equipment by radio during floods and other emergencies, including Civil Defense emergencies.
  • Schedules appointments for repair of radio units; sets up quarterly Federal communications Commission radio checks; keeps daily radio log.
  • Types forms, correspondence, and various reports including quarterly maintenance and accident reports, budgets, and road equipment specifications; maintains maintenance division files; maintains records on ferry licenses and ferry repairs and expenditures.
  • Receives inquiries and complaints from the public and notifies appropriate individual.
  • MINIMUM QUALIFICATIONS

      EITHER I

    Experience:  Two years of experience as a Telephone Operator or in radio communication equipment operation including typing and other office clerical duties.  

    OR II

    Experience:  Three years of office clerical experience involving typing and substantial public contact, one year of which must have been equivalent to Clerk II or higher class in San Joaquin County service.

     

    Substitution:  One year of business training in an approved school or training program may be substituted for six months of office clerical experience.

     

    Licenses and Certificates:  Possession of a valid typing certificate for 40 words per minute.

    KNOWLEDGE

    Office practices and procedures; filing principles and practices; record keeping principles and procedures; methods of gathering and organizing data; typing principles and procedures such as centering, spacing, and format; proper grammar related to oral expression; public relations techniques.

    ABILITY

    Learn geography of the County, including unincorporated areas and road networks; learn to operate radio transmitting equipment; learn rules, regulations, procedures for dispatching; speak clearly and distinctly in a well modulated and pleasant voice; take and transmit concise and accurate messages; give clear and specific directions and information; react quickly and calmly in transmitting and receiving calls of an emergency nature; follow oral and written instructions and procedures; type statistical reports; maintain records; establish and maintain effective working relationships with others.
