DEFINITION

Under general direction, plans, organizes, and directs the work of staff at the Activity Center for Developmentally Disabled Adults; and does related or other work in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

The incumbent of this single position class manages the daily activities of the Activity Center, including planning, developing and directing the programs and operations of the Center and for supervising all staff assigned to the Center.

TYPICAL DUTIES

  • Plans, supervises and directs the work of instructional, facility maintenance and clerical staff; orients and trains staff; plans and conducts in-service training; consults with staff and conducts team building and conflict resolution; resolves problems; serves as a resource for instructional staff.
  • Directs and participates in planning, developing, coordinating and implementing specialized programs for developmentally disabled adults; coordinates curriculum development and development of auxiliary programs and services; organizes and monitors intake and assessment process.
  • Reviews proposed, new and current legislation, regulations, policies, goals, budgets and guidelines affecting the activity center programs and funding; develops policies and procedures to comply with county, regional center, and state and federal requirements; develops emergency and disaster plans and assures compliance with all requirements, including health and safety requirements, Title 22, and Title 7; ensures services are billed appropriately.
  • Participates in meetings, conferences, seminars and workshops and represents center in various venues; confers with other agencies and program directors; serves as representative of Mental Health Services with the public and other agencies.
  • Receives and reviews reports to ensure consumers are receiving services identified in Individual Program Plan; reviews incident reports, prepares reports and notifies appropriate agencies and individuals; prepares for and participates in annual or special consumer meetings or IPP meetings.
  • Prepares and administers budget; manages facility and vehicle maintenance; authorizes purchases and exercises budgetary control over expenditures
  • Prepares a variety of statistical and narrative reports to funding agencies, regulatory agencies, families and the public; prepares correspondence, board letters, forms and other materials; uses computers and computer programs to prepare reports and documents.
  • Performs other assigned duties of director and/or direct service provider as defined under Title 22 and Title 17.

MINIMUM QUALIFICATIONS

EITHER PATTERN I

Education:  Master’s degree from an accredited four year college or university with major coursework in psychology, social work, gerontology, social science, or related field.


Experience Two years supervising a program providing services to developmentally disabled adults in a structured setting, including responsibility for planning and directing programs and activities at a level equivalent to Program Specialist-Developmentally Disabled in San Joaquin County. 

OR PATTERN II

Education  Graduation from an accredited four year college or university with major course work in a social science or related field. 


Experience:  Four years supervising a program providing services to developmentally disabled adults in a structure setting, including responsibility for planning and directing programs and activities at a level equivalent to Program Specialist-Developmentally Disabled in San Joaquin County.

 

Substitution:  Additional qualifying experience may substitute for the education on a year-for-year basis to a maximum of two years.  

AND

License:  Possession of a valid California driver’s license.

 

Special Requirement:  Candidates must meet health screening and criminal background clearance requirements established by the State of California. Candidates must meet experience and/or education requirements for adult day program director as contained in California State Regulations, including Title 22 and Title 17.

KNOWLEDGE

Principles and practices of management, administration and supervision; principles, theories, methods and techniques of treatment and teaching developmentally disabled and disabled adults; characteristics of developmental disabilities; effective public relations techniques; applicable regulations governing the care and treatment of the developmentally disabled; principles of human psychology and behavior; principles and methods of behavior modification; principles and practices of report preparation and presentation.

ABILITY

Plan, organize, and direct a program for developmentally disabled adults; establish and evaluate programs, policies and budgets; ensure appropriate orientation and training of direct service staff; ensure compliance with applicable laws and regulations; manage a teaching facility; plan, assign, and supervise the work of teaching and facility support staff; prepare clear and concise reports; utilize computers and computer programs; communicate effectively both orally and in writing; react quickly and effectively to crisis situations; establish and maintain effective working relationships with staff, clients, families, staff, officials, agencies and the public.

Mobility-Occasional walking; occasional driving; occasional bending, stooping, and kneeling; utilize a data entry device; Lifting-Frequent lifting of less than 5 to 30 pounds; Visual Requirements-Constant overall vision, eye-hand coordination; frequent color perception, reading/close-up work, field of vision/peripheral; Dexterity-Occasional writing; frequent holding, reaching, grasping, and repetitive motion; Hearing/Talking-Constant hearing normal speech, talking in person, talking on the telephone; frequent hearing on the telephone; Emotional/Psychological Factors-Constant public contact, decision making, concentration; occasional exposure to trauma; Environmental Conditions-Occasional exposure to noise; occasional exposure to dirt, dust, smoke, cold/heat (indoor and outdoor).
