DEFINITION

Under general direction, performs responsible supervisory and managerial functions within the Children’s Medical Service (CMS) Programs of San Joaquin County Public Health Services; and does related or other work as required in accordance with Rule 3, Section 3 of the civil Service Rules.

CLASS CHARACTERISTICS

An employee in this single position, management level class manages Public Health Children’s Medical Service Programs in accordance with State contract requirements. These programs include but are not limited to California Children Services, Child Health and Disability Prevention/Early and Periodic Screening Diagnosis and Treatment; and Medical Therapy Unit. An incumbent works closely with the California Children Services Medical Director. General Direction is received from senior administrative staff.

TYPICAL DUTIES

  • Plans, organizes, and coordinates the operations and services of Public Health Children’s Medical Service Programs; identifies service needs and develops and implements corresponding programs; revises programs, as necessary.
  • Selects, orients, assigns, trains, supervises and evaluates subordinate staff; recommends discipline as appropriate.
  • Interprets and enforces county and state policies, procedures and contract requirements; determines eligibility for services, includes interpreting Medi-cal and other payer regulations and procedures.
  • Ensures that services rendered for clients are appropriate; provides case management direction to clients and families.
  • Develops and administers department budget in accordance with state and county regulations; authorizes and monitors the expenditure of funds.
  • Collaborates with and coordinates with State program administration and represents the Department in related meetings; interacts with the medical provider community.
  • Prepares reports and correspondence; analyzes, compiles and reports statistical data.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree in Nursing from an accredited college or university.

Experience: Four years of progressively responsible clinical or administrative experience, including two years in a supervisory or management capacity.

Substitution: Possession of a Master’s degree in Nursing, Public Health, or closely related field may be substituted for one year of he required non-supervisory experience.

Licenses and Certificates: Possession of a valid registration as a nurse in the State of California and possession of a valid California Drivers License.

KNOWLEDGE

General goals, functions and programs of Public Health agencies; principles and practices of Public Health clinic operations and services; Medi-cal and managed care regulations and procedures; clinical operations and licensing laws and regulations; basic principles of management and budgeting; principles and practices of data gathering and report and record preparation; general principles of supervision and training; basic principles of public relations.

ABILITY

Plan, organize, and coordinate multiple public health programs; supervise, train and evaluate a subordinate staff that includes professional, non-professional and support staff; collect and analyze data; write reports and correspondence; express self effectively orally and in writing; interpret related State regulations; identify service needs and develop and maintain appropriate clinical services; develop and maintain effective working with clients, staff, interagency departments and community providers and members.

Mobility-Frequent operating of keyboard, sitting for long periods, walking, and driving; Visual Requirements-Constant overall vision and eye/hand coordination; frequent color and depth perception, reading close-up, and peripheral vision; Dexterity-Frequent holding, reaching, grasping and writing; Hearing/Talking-Frequent hearing normal speech, frequent hearing and talking on the telephone; Emotional/Psychological-Constant decision-making and concentration; frequent public contact, working alone, and overtime/travel.
