DEFINITION

Under the general direction of the Child Support Director, the Child Support Program Manager plans, organizes and directs establishment, enforcement, and/or other support program functions through subordinate supervisors, and does related or other work as required in accordance with Rule 3, Section 3, of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the second line supervisory class in the Child Support Officer series. An employee in this class is responsible for administering a main program function and for managing and directing Child Support Supervisors, Officers and related support staff, and is responsible for staff development activities for staff engaged in child support activities.

TYPICAL DUTIES

  • Plans, coordinates, supervises, and evaluates the work of technical and support staff engaged in gathering and analyzing information to establish, and to enforce child support cases; advises and counsels supervisors as required; evaluates the units' performance.
  • Assesses training needs; develops and conducts staff training.
  • Develops, and evaluates workload processes and procedures; develops standards of employee and unit performance, monitors compliance with departmental standards.
  • Evaluates the effectiveness of policies and procedures, participates in the development and implementation of developmental policies and procedures.
  • Reviews casework to ensure compliance with legal requirements; assists attorneys in researching and preparing cases for court; ensures cases are ready for hearing and/or trial; acts as a resource on complex cases.
  • Prepares statistical reports and summaries; prepares correspondence, evaluations, and reports.
  • May testify in court.
  • May serve as a liaison with State and County agencies, including local courts.

MINIMUM QUALIFICATIONS

EITHER PATTERN I

Experience: One year of full time experience as a Child Support Supervisor in San Joaquin County. 


OR PATTERN II

Experience: Four years of full-time experience in a California Child Support Department, gathering and analyzing information to establish and/or enforce child support cases, including one year that must have been in a supervisory capacity. 


OR PATTERN III

Experience:  Two years of full-time experience as a Compliance Analyst in San Joaquin County.

KNOWLEDGE

Principles and practices of supervision and training; laws, regulations, policies, and processes related to child support and child law; financial record-keeping practices and procedures; interviewing techniques, practices and procedures for determining financial assets; collection methods and procedures; principles and practices of public relations; principles of report writing; general principles of public administration.

ABILITY

Plan, organize, and direct the work of others; interpret laws and regulations that apply to child support; establish and maintain effective working relationships; communicate effectively, orally and in writing (including spelling, vocabulary, sentence and paragraph structure); develop and conduct training programs; analyze workflow, employee performance, and child support casework issues and take effective action.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of computers; repetitive motion; sitting for extended periods; walking; occasional driving may be required; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Vision-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Dexterity-Normal dexterity with frequent writing and repetitive motions; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Emotional/Psychological-Frequent decision making, concentration and public contact; occasional exposure to grief; Special Requirements-Some assignments may require working weekends, nights, and/or occasional overtime.
