DEFINITION

Under direction, supervises employees engaged in ensuring the collection and payment of support for welfare and non-welfare Child Support applicants; trains Child Support Officers and/or related support staff in all aspects of child support case management; handles sensitive or problem child support cases; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the first line supervisory level in the Child Support Officer series. An employee in this class is primarily responsible for planning, organizing and supervising the work of the Child Support Officers and related support staff. Positions in this class are distinguished from those in the class of Child Support Officer III in that their primary assignment is the supervision of staff.

TYPICAL DUTIES

  • Plans, assigns, supervises, and evaluates the work of Child Support Officers and/or related support staff involved in the execution of child support cases; conducts training sessions and supervises on-the-job training; coordinates with other units within the agency.
  • Audits child support files for adherence to approved processes; monitors program statistics; prepares and/or implements recommendations based on finding of child support case files.
  • Participates in development of division policy and procedures; recommends cost effective changes in collection operations; designs forms; acts as liaison for computerization of Child Support files.
  • Recommends staffing and equipment for budget. Provides workload information for budget purposes.
  • Prepares correspondence; prepares a variety of reports, including statistical reports.
  • Analyzes problem cases to determine the most effective means of efficient collection; may personally handle more difficult aspects of specific cases; composes letters; responds to inquiries regarding accounts.
  • May testify in court.
  • May serve as a liaison with other State and County agencies.
  • Handles any complaints concerning staff or cases assigned to the team.
  • Holds regular staff meetings and training sessions to keep personnel informed of any procedural and/or regulatory changes involved in their work.

MINIMUM QUALIFICATIONS

EITHER

PATTERN I

Experience:  Two years of full time experience as a Child Support Officer II, or comparable class, in a California Child Support Department.

OR

PATTERN II

Experience:  One year of full time experience as a Child Support Officer III, or comparable class, in a California Child Support Department.

KNOWLEDGE

Principles and practices of employee supervision, evaluation and training; techniques for motivating employees; collection methods and procedures; techniques for effective interviewing; basic data processing reporting and information gathering procedures; basic record keeping; general office practices; principles of letter writing; laws and regulations pertaining to collection of support.

ABILITY

Assign and review work; guide and evaluate the development of subordinates; establish effective working relationships with others, and work collaboratively; effectively communicate orally and in writing (including spelling, vocabulary, sentence and paragraph structure); analyze staffing and equipment needs; interpret, apply and explain complex laws and regulations; make effective decisions.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of computers; repetitive motion; sitting for extended periods; walking; occasional driving may be required; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Vision-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Dexterity-Normal dexterity with frequent writing and repetitive motions; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Emotional/Psychological-Frequent decision making, concentration and public contact; occasional exposure to grief; Special Requirements-Some assignments may require working weekends, nights, and/or occasional overtime.
