Under direction, supervises and implements a diagnostic and therapeutic speech therapy program for patients with a variety of disabling conditions; and does other or related work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

This is the Assistant Department Manager level in the Speech Therapist series.  An incumbent supervises speech therapist staff, serves as assistant to the Therapy Services Manager, and maintains some patient care responsibilities.  Direction is received from the Therapy Services Manager or other management staff.

• Performs speech therapy evaluations and interprets findings; plans, implements and coordinates all types of therapeutic treatment for patients; establishes appropriate treatment goals; uses equipment properly.
• Coordinates treatment programs with physicians, nurses, professional and para-professional staff.
• Maintains accurate records and prepares written reports, including unit statistical reports and other administrative reports as assigned.
• Participates in the selection of new staff; assigns, trains, supervises and may evaluate professional and para-professional staff; orients or assigns the departmental orientation of new staff; prepares day-to-day patient/staff schedules.
• Attends staff meetings and patient conferences; coordinates in-service education programs and classes; may coordinate departmental staff meetings; may attend management staff meetings as assigned.
• Assists with departmental projects and program development; may coordinate research projects.
• Supervises and assists with proper maintenance of equipment.
• May coordinate student intern and other training programs.

EITHER PATTERN I

Experience:  Three years of progressively responsible experience as a licensed Speech Therapist in San Joaquin County service.

OR PATTERN II

Experience:  Four years of progressively responsible experience as a licensed speech pathologist performing diagnostic and therapeutic speech pathology techniques for a variety of disabling conditions.

AND FOR BOTH PATTERNS

Licenses and Certificates:  1) Current licensure as a Speech Pathologist issued by the California Speech-Language Pathology and Audiology and Hearing Aid Dispensers’ Board; and 2) possession of a Certificate of Clinical Competency in Speech Pathology issued by the American Speech-Language-Hearing Association.

Substitution:  Satisfactory completion of a Clinical Fellowship Year from the American Speech-Language-Hearing Association while employed at San Joaquin General Hospital may be substituted for one year of the required experience.

Current principles, methods, techniques, equipment and materials used in speech therapy, possible reactions of and hazards to patients during treatment, and of precautionary and remedial measure; anatomy and physiology related to diagnosis and treatment; psychological and physiological problems of persons with disabling conditions; principles of clinical supervision; basic principles of personnel management and supervision.

Organize and implement speech therapy treatment programs; conduct individual and group treatment programs; gather, analyze, interpret, and report statistical data; prepare complex written reports; interpret and adapt physician’s orders and/or written reports; communicate effectively; work independently; establish and maintain cooperative working relationships with patients, families, staff and others; maintain excellent customer relations; assign and evaluate the work of others.

Mobility: Constant keyboard operation; sits, stands, walks, pushes and pulls, bends and squats frequently;  runs and climbs stairs occasionally; lifts, positions, pushes, and/or transfers supplies and equipment.  Lifting:  Lifts up to 30 pounds occasionally; restrains, lifts/turns heavy objects or people occasionally.  Visual:  Constant use of overall vision, color perception, depth perception, hand/eye coordination; reading and close-up work and peripheral vision.  Dexterity:  Constant holding, reaching, grasping, and writing.  Repetitive motion is required occasionally.  Hearing/Talking: Hears and talks in person constantly. Occasionally hears on telephone/radio, faint sounds, and occasionally talks on the telephone.  Emotional/Psychological: Occasional exposure to emergency situations, trauma, grief, death, and hazard materials.  Travels occasionally.  Position requires constant public contact, decision making and concentration. Environmental: Occasional exposure to noise, dirt, dust smoke, fumes, poor ventilation, cold and heat.   Other:  Occasional exposure to conflict; must be capable of working with physically challenged children and adults.
