DEFINITION

Under supervision, performs standardized tests and examinations in the San Joaquin General Hospital Clinical Laboratory; and does related or other work as required in accordance with Rule 3 Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the working supervisory level class in the Clinical Laboratory Technologist series. Incumbents of this class are responsible for planning, organizing, and supervising the technical activities of a major unit of the Clinical Laboratory devoted to a function such as Hematology, Chemistry, Blood Bank, Serology, or Urinalysis. Supervision is received from the Administrative Clinical Laboratory Technologist. This class differs from Clinical Laboratory Technologist II in that incumbents of the latter class perform journeyperson level duties in the performance of standardized tests and examinations. This class differs from Administrative Clinical Laboratory Technologist in that the incumbent of the latter class is responsible for the functional operation and administration of the Clinical Laboratory.

TYPICAL DUTIES

  • Supervises a major unit of the San Joaquin General Hospital Clinical Laboratory; schedules, assigns and reviews work; advises staff on technical areas, evaluates subordinate personnel. 
  • Participates in the more complex and critical analysis and evaluation of results. 
  • Instructs other technologists and laboratory trainees in the proper procedures and techniques of conducting standardized tests and examinations; gives lectures and examinations; evaluates performance of laboratory trainees assigned to unit. 
  • Maintains quality control in unit; checks the operating efficiency of laboratory equipment and instruments; supervises and participates in the preparation and maintenance of related laboratory records and reports. 
  • Evaluates current methods and procedures for adequacy, accuracy, clinical significance and cost and makes modifications as required; develops procedures, norms and standards for new tests; keeps current with new developments in field by reviewing literature and attending seminars. 
  • Maintains supply and equipment control in unit; orders supplies and maintains inventories; prepares and submits budget requests for capital items supervises and participates in the maintenance of laboratory records and report preparation. 
  • Consults with pathologists and other medical staff members on problems related to unit; consults with Laboratory Director on all new procedures. 
  • May represent Laboratory at meetings; may participate on various hospital committees; may act as liaison between Clinical Laboratory, other areas of the hospital and outside agencies. 
  • May collect specimens from patients for use in tests and examinations. 
  • May assist in the administration of the Clinical Laboratory on rotating basis with other supervising technologist in the absence of the Administrative Clinical Laboratory Technologist.

MINIMUM QUALIFICATIONS

Experience: Three years as a journey level licensed Clinical Laboratory Technologist, two years of which must have been in the designated laboratory specialty of the unit to which assigned.

Licenses and Certificates:  Possession of a valid license as a Clinical Laboratory Technologist issued by the State of California, Department of Health.

KNOWLEDGE

The principles, methods, materials, techniques, and terminology of biochemistry, microbiology, immunology, hematology, immunohematolog and clinical microscopy as related to medical technology; recent developments, current literature, and sources of information in medical technology; the principles and methods of supervision and training; basic administration of laboratory units.

ABILITY

Perform assigned tasks according to prescribed procedures; make accurate observations and records of test results; interpret test data and draw logical conclusions; correlate test results and evaluate validity; follow oral and written instructions in precise detail; perform examinations using manual or modern automated methodology; collect specimens from patients with skill, patience and tact; establish effective working relationships with physicians, hospital staff, and others; plan and direct the work of others; develop procedures, norms and standards for new tests and instruct others in them; maintain records and prepare reports of test results; issue and follow oral and written directions of a technical nature.
