DEFINITION

Under general direction, coordinates physician credentialing processes to ensure conformance with applicable regulations and laws; plans, organizes, and coordinates staff support for the San Joaquin General Hospital medical staff office; and performs other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An incumbent in this single position management class provides administrative and technical support to the medical staff and Hospital administrators; coordinates and supervises the work of staff providing support to San Joaquin General Hospital administrative staff; and ensures that the physician credentialing process conforms to applicable regulations and laws.

TYPICAL DUTIES

  • Coordinates the credentialing process including appointment, re-appointment, and temporary privileges of medical staff and Allied Health Practitioners in conformance with requirements of the California Medical Association, Joint Commission on the Accreditation of Healthcare Organizations, and federal and state regulations; manages the master list of physicians for the Hospital system.
  • Provides administrative assistance to Hospital and agency administrative staff; meets with senior management and others to provide information and plan for projects.
  • Researches issues, including malpractice issues; consults with a variety of external resources, including but not limited to the Medical Board of California, California Medical Association, Accreditation Council of Graduate Medical Education (ACGME), National Practitioner Data Bank, County Counsel and others; compiles information and prepares related correspondence and reports.
  • Selects, assigns, trains, supervises and evaluates staff providing clerical and medical library support to Hospital and agency administrative medical staff.
  • Serves as liaison to assigned Medical Staff Department chairs and assigned committee chairs; supervises and participates in the provision of staff support to a variety of hospital and medical staff committees.
  • Oversees review and revisions of the medical staff bylaws, rules and regulations, and policies to ensure continued compliance with regulatory agencies; assists in monitoring medical staff compliance with rules, regulations and policies.
  • Prepares reports and correspondence; writes procedures and drafts policies; participates in budget preparation.
  • Supervises office support responsibilities; coordinates the retrieval and review of medical charts as required; supervises storage, retrieval and archiving of detailed and complex files.
  • Attends meetings and conferences as assigned.

MINIMUM QUALIFICATIONS

Experience:  Three years of progressively responsible experience in the administration and management of medical staff office functions in an acute care hospital.

Licenses and Certificates: 1) Possession of a valid Certified Provider Credentialing Specialist (CPCS) certificate issued by the National Association of Medical Staff Services.  

Substitution:  Possession of a valid Certified Professional Medical Services Management (CPSM) certificate issued by the National Association of Medical Staff Services may substitute for one year of the required experience.

KNOWLEDGE

State of California licensing regulations covering physicians, podiatrists, psychologists, dentists, and other practitioners; requirements of the Joint Commission on the Accreditation of Healthcare Organizations relevant to the governing board of the hospital and to medical staff; Medicare requirements; medical staff bylaws; physician credentialing processes and allied health care professional credentialing process as required by the Joint Commission on the Accreditation of Healthcare Organizations and State of California regulations; medical terminology; requirements of the California Medical Association governing physicians practicing in the State of California; principles of staff planning and utilization; basic computer and modern office automation technology and computer software programs relevant to department operations; principles of effective oral and written communication; public relations techniques; methods of gathering and organizing data; basic statistics and graphics.

ABILITY

Coordinate a complex medical staff credentialing program; assign, supervise and train others; interpret and explain a wide variety of technical and medical information; recognize sensitive situations and respond accordingly; maintain confidentiality of sensitive and privileged medical staff and patient care issues; establish and maintain effective and cooperative working relationships with administrators, physicians, employees, and other County departments; work under pressure; coordinate a wide variety of projects; communicate effectively, both orally and in writing; research medical records and compile related data; operate basic computer and modern office automation technology, including pertinent software; prepare reports and correspondence; plan, organize, coordinate and monitor the work of hospital and medical staff committees.

Mobility-Frequent sitting for long periods of time while operating a data entry device; occasional standing and walking for prolonged periods of time; occasional bending, stooping, and reaching overhead; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Vision-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Dexterity-Normal dexterity with frequent writing and repetitive motion; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Constant concentration and decision making; frequent public contact; occasional exposure to emergency situations, trauma, grief or death; occasional working alone and traveling; Special Requirements-May require working weekends/nights; Environmental Conditions-Occasional exposure to varied weather conditions.
