Park Planning & Development Coordinator (#RE2005)



DEFINITION

Under direction, works for the Parks and Recreation Division of Facilities Management to coordinate and participate in park development activities; performs professional park planning and landscape design work; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

Under the direction of the Parks Administrator, an employee in this single-position class is responsible for implementing and overseeing various aspects of park development including plan preparation/review, budgeting/cost projection, contracting, construction, compliance and inspection. The incumbent has broad authority to review proposals, recommend vendors, and authorize expenditures. The incumbent also assists with development of the Division's budget and administers/solicits grants and other funding as assigned.

TYPICAL DUTIES

  • Coordinates and participates in park development activities; prepares plan documents, including professional landscape and/or project drawings, often using Computer Aided Design (CAD) software; prepares materials and products lists; solicits outside project bids as appropriate; reviews proposals and recommends vendors; oversees and inspects construction within scope of authority; reviews/approves change orders and payment requests; acts as a liaison between the County and various contractors.
  • Recommends the selection of contract consultants including engineers, construction specialists, planners and architects; may act as construction manager, depending on type of construction project.
  • Assists with the development of Parks and Recreation master plans, including short and long range goals, specific site planning and environmental impact reporting; prepares and recommends park development programs and schedules; may assist with planning and development of non-park County projects as assigned.
  • Develops construction and related cost estimates for park developments, improvements and projects; prioritizes and submits major project requests for administrative approval; assists with preparation of the Division budget, specifically capital projects expenditures and projections.
  • Prepares and submits grant applications for parks, boating areas and waterways, including federal block grants, FEMA and Emergency Services funds; oversees grant implementation and compliance; prepares and submits statistical and other reports as needed.
  • Reviews County subdivision applications for compliance with County and other regulations in regard to park development.
  • May conduct special studies and/or projects; may schedule and conduct meetings to solicit input regarding projects; may coordinate and/or assist with special events; may select, assign, train, direct and evaluate subordinate staff; may act in the absence of the Parks Administrator.
  • MINIMUM QUALIFICATIONS

    Education: Graduation from an accredited four-year college or university with major course work in landscape architecture, architecture, engineering or a closely related field.

    Experience: Two years of professional experience doing landscape architecture, landscape engineering or landscape planning/design which involved project management and included responsibility for activities such as plan development/review, cost projection, and contract oversight, and which was performed in a large commercial, institutional or governmental organization.

    License: Possession of a valid California Driver's License.

    KNOWLEDGE

    Principles, practices, and materials used in landscape architecture, park construction, and engineering, including Computer Aided Design software, as applied to the preparation of designs, plans, specifications and cost estimates for landscape, buildings, recreation equipment and site development; characteristics and requirements of various plant life suitable for park and recreation areas in central California; the development and operation of water-oriented parks and recreation facilities; principles of land use planning; research principles and methodology; principles and practices of project management; land use regulations; grant application procedures and environmental impact reports; control of funds in capital projects.

    ABILITY

    Organize and coordinate the planning, design and construction activities of park development projects; analyze proposed development projects and develop work schedules; prepare sketches, plans and specifications for parks and recreation areas by both manual methods and using Computer Aided Design software; plan and evaluate proper landscape architectural treatment of park playground and recreational sites; understand and interpret complex land use regulations; express oneself clearly and concisely, orally and in writing; prepare reports and recommendations; establish and maintain effective working relationships with employees, private consultants, contractors, public officials and the general public.
