Engineering Geologist (#RE1301)



DEFINITION

Under general supervision, performs responsible scientific investigative and analytical work in monitoring the investigation and remediation of contamination from leaking underground storage tanks for the Environmental Health Division of San Joaquin County Public Health Services; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An employee in this single position class performs and applies scientific and engineering geological methods and principles to ensure appropriate investigation and remediation of groundwater and soil contamination from leaking underground storage tanks. This includes but is not limited to reviewing and monitoring drilling, soil sampling, well construction, aquifer testing and ground water sampling activities in San Joaquin County. The incumbent additionally reviews and evaluates remediation plans for soil and groundwater cleanup. General supervision is received from a Supervising Registered Environmental Health Specialist.

TYPICAL DUTIES

  • Applies scientific and engineering geological methods and principles in the performance or supervision of the evaluation of geological data, development of work plans, and investigations;
  • Reviews and monitors field activities including but not limited to drilling, soil sampling, well construction, aquifer testing and ground water sampling;
  • Evaluates hydrologic, geologic and geo-chemical data to characterize the occurrence, migration, fate and transport of contaminants in groundwater; reviews groundwater flows; performs contaminant transport modeling studies;
  • Reviews and evaluates the selection and design of remediation plans for soil and groundwater cleanup;
  • Develops, implements and enforces policies and procedures in accordance with local, state and federal laws and regulations.
  • Evaluates technical data; prepares technical reports addressing scientific investigations and/or findings; prepares and reviews applicable reports.
  • May assign, train, supervise, and evaluate professional, paraprofessional and technical staff.
  • MINIMUM QUALIFICATIONS

    Education: Possession of a Bachelor’s Degree from an accredited college or university in Geology, Civil Engineering or closely related field. 

     

    Experience: One year experience performing investigations and remediation of contamination from leaking underground storage tanks.  

    AND 

    Licenses and Certificates:  Either: (1) Possession of a valid certificate of registration as a professional engineer issued by the California State Board of Registration for Professional Engineers; or (2) Possession of a valid certificate of registration as a geologist issued by the California State of Registration for Geologists and Geophysicists; and (3) Possession of a valid California driver’s license.

    KNOWLEDGE

    Basic principles and practices of engineering geology; geological investigation techniques; engineering classification of soils, drilling methods, subsurface sampling techniques and well design.

    ABILITY

    Apply scientific and engineering geology methods and techniques; conduct and evaluate field studies including assessing hydrologic, geologic and geochemical conditions; evaluate data and prepare and interpret technical reports; assign, train, supervise, and evaluate professional, paraprofessional and technical staff and their work; establish and maintain effective working relationships with others; express oneself clearly both orally and in writing.
