Chief Cadastral Technician (#RE0204)



DEFINITION

Under general supervision, plans, organizes, and supervises the work of several Cadastral Technicians and clerical personnel engaged in maintenance of the assessor’s maps, parceling system, and tax area code maps; performs difficult and responsible map drafting; and does related work as assigned.

CLASS CHARACTERISTICS

This is a single position class and the highest in the Cadastral Technician series.  This class differs from the next lower class of Senior Cadastral Technician in that the latter acts as a lead worker by assisting the Chief Cadastral Technician with supervisory, planning, and organizing duties.

TYPICAL DUTIES

  • Oversees the creation, maintenance and updating of maps and mapping records using computer aided drafting techniques and GIS.
  • Performs, assists and gives direction to more difficult and complex assignments, including title research.
  • Supervises drafting and clerical personnel in the division; coordinates, schedules and assigns projects, and reviews work; gives technical assistance when necessary; orients new employees to procedures and policies of the office; instructs employees in the correct techniques of assessor's map drafting when necessary; keeps unit personnel records, schedules vacations, and approves sick leave; interviews applicants for employment in the unit, and participates in their selection.
  • Develops and implements methods and practices to improve and facilitate the drafting services provided to the office; consults and coordinates with other officials to insure more accurate analysis of problems involved.
  • Prepares and justifies annual budget requests for the Drafting Division; supervises the use of supplies and the maintenance of supply records of the division.
  • Confers with and advises members of the public and other departments on boundary, title, and other mapping and identification matters.
  • Coordinates and assists outside user requests for Assessor electronic data.
  • Supervises and prepares outside user invoices for the Assessor's Office.
  • MINIMUM QUALIFICATIONS

    EITHER I

    Experience:  Two years as a Senior Cadastral Technician in San Joaquin County service.

     

    OR II

    Education: Completion of 12 units of drafting in civil engineering or drafting technology from an accredited college or university. 

    AND

    Experience: Five years increasingly responsible experience in cartographic, topographic engineering, or cadastral drafting with at least three years experience using Computer Aided Drafting and Design (CADD), preferably including work in title search and boundary determination.

     

    Substitution: Two years of additional education, including courses in drafting, civil engineering, surveying and trigonometry may be substituted for one year of the general qualifying experience.

    KNOWLEDGE

    Terminology and nomenclature relevant to mapping and computer aided drafting and design (CADD, GIS); principles of surveying and engineering, methods, techniques and symbols used in assessment map drafting; trigonometry; State Board of Equalization mapping standards; state and local laws; rules and regulations as they apply to assessor’s mapping; principles of employee training and supervision; legal property description techniques.

    ABILITY

    Plan, assign and supervise the work of subordinate drafting personnel; compute areas from property descriptions; use and instruct in the use of all drafting instruments and calculators; read and interpret legal descriptions, deeds, survey data, tract descriptions, and existing maps; work at exacting tasks for extended periods; prepare and present mapping information in written and oral form; maintain records and prepare reports; resolve problems, establish and maintain good working relationships with others.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent operation of a data entry device, other office machinery, repetitive motion, sitting for long periods; working at exacting tasks for extended periods; occasional walking, standing, pushing, pulling, bending, squatting; Lifting/Carrying-Occasionally 10 pounds or less; Visual-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Frequent decision making, concentration; occasional public contact; Special Requirements-Operate motor vehicle as required to attend off-site meetings.
