Senior Cadastral Technician (#RE0203)



DEFINITION

Under general supervision, acts as lead worker by assisting in the planning, organizing, and supervision of the work of journeyman and entry-level Cadastral Technician, and clerical personnel engaged in the maintenance of the assessor's maps, parceling system, and tax area code maps; performs difficult map drafting; and does related work as assigned.

CLASS CHARACTERISTICS

This is the third level of the Cadastral Technician series. Incumbents at this level perform complex research regarding legal chains of title, etc. The Senior Cadastral Technician is distinguished from the Chief Cadastral Technician in that the latter has overall responsibility for planning, organizing, and supervision, whereas incumbents at the senior level assist the chief, and act as lead worker. The Senior Cadastral Technician is distinguished from the Cadastral Technician II in that the latter is journey class, has no planning, organizing, or performance evaluation responsibilities, and lead worker duties are limited to assisting in the instruction of entry level employees or clerical personnel.

TYPICAL DUTIES

  • Consults with the Chief Cadastral Technician concerning problems, policies and procedures, and assists in formulating appropriate solutions.
  • Assists the Chief Cadastral Technician in planning and organizing, and in the orientation, training, and supervision of cadastral technicians and clerical personnel.
  • Assigns, distributes and reviews work of drafting and clerical employees.
  • Conducts complex research of parcels to establish chain of ownership.
  • Explains maps, records, regulations, etc. to other employees, agencies, and the public, through written correspondence, telephone, or personal contact.
  • Prepares correspondence and reports and supervises the maintenance of records and files.
  • At the request of the Chief Cadastral Technician, assumes responsibility for the functions of the position in his/her absence.
  • May be assigned full responsibility for a special project including planning and organizing the work, selecting and directing the staff, and preparing any final presentation that may be required.
  • MINIMUM QUALIFICATIONS

    EITHER I

    Experience:  Two years as a Cadastral Technician II in San Joaquin County service.

     

    OR II

    Education:  Completion of 12 units of drafting in civil engineering or drafting technology from an accredited college or university.  

    AND

    Experience:  Three years of progressively responsible experience in cartographic, topographic, engineering or cadastral drafting (at least two years of Computer Aided Drafting and Design [CADD]), including work in title search and boundary determination, and GIS.

    KNOWLEDGE

    Terminology and nomenclature relevant to mapping and computer aided drafting and design (CADD, GIS), methods, techniques and symbols used in assessment map drafting; trigonometry; State Board of Equalization mapping standards; state and local laws, rules and regulations as they apply to assessor’s mapping; legal property description techniques; principles of employee training and supervision.

    ABILITY

    Compute areas from property descriptions; use and instruct in the use of drafting instruments, including CADD, GIS, printer, plotter, microfilm machines, and calculators; read and interpret legal descriptions, deeds, survey data, tract descriptions, and existing maps; work at exacting tasks for extended periods; prepare and present mapping information in written and oral form; maintain records and prepare reports; establish and maintain good working relationships with others.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent operation of a data entry device, other office machinery, repetitive motion, sitting for long periods; capable of working at very exacting tasks for extended periods; occasional walking, standing, pushing, pulling, bending, squatting; Lifting/Carrying-Occasionally 10 pounds or less; Visual-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Frequent decision making, concentration; occasional public contact; Special Requirements-Operate motor vehicle as required to attend off-site meetings.
